Works Site Supervisor - Bokeo Province (Lao national)

1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Health a Nutrition Programme with a budget of approximately 46 MEUR. The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme.

 

 

2. OBJECTIVES

 

The Works Site Supervisor is responsible for the day-to-day supervision and quality control of construction and renovation works in health facilities supported by LAO/035 in Bokeo. 

 

This position monitors construction activities to ensure compliance with approved designs, technical specifications, quality and safety standards, and project schedules. The role verifies work quantities, materials, and labour, and supports testing, commissioning, snagging, handover, and defect follow-up during the warranty period in coordination with the technical team, contractors, and hospital stakeholders.

 

 

3. MAIN RESPONSIBILITIES 

 

  • Ensure contractors deliver works and services in accordance with contract requirements.
  • Supervise construction activities for compliance with approved designs, technical specifications, quality standards, safety requirements, and timelines.
  • Verify quantities, materials, workmanship, and quality through inspections, testing, and monitoring.
  • Maintain and review construction records, progress reports, site logs, and workforce attendance.
  • Identify, monitor, and report progress, risks, delays, and any issues.
  • Ensure construction activities minimise disruption to hospital operations, patients, and staff.
  • Monitor supervision consultants' attendance and timesheets.
  • Coordinate effectively with contractors, hospital teams, and district and provincial health authorities.
  • Provide Lao-English interpretation and translation support during meetings and site visits.
  • Support the training and capacity development of hospital maintenance personnel, including O&M training, handover activities, and knowledge transfer on installed infrastructure and building systems.

4. SKILLS REQUIRED FOR THE JOB

 

  • Minimum bachelor degree in Civil Engineering;
  • Minimum 5 years of relevant work experience in supervision of construction works
  • Availability to work on site (6 days / week);
  • Computer literacy

 

 

5. CONDITIONS: 

 

  • Workplace: Houayxay (Bokeo province), with frequent travel to other districts
  • Nature of the position: full-time, 6 days per week;
  • Duration: 1 year (01.01.2027 - 31.12.2027)
  • Contract type: national labour contract;
  • Expected starting date: 01.01.2027;
  • Salary will be calculated based on the experience and qualifications of the successful candidate.
