Village Development Adviser (Lao national)

1. Background
Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Local Development Programme with a budget over 41 MEUR (with Swiss co-financing).
2. OBJECTIVE
The Village Development Adviser (VDA) supports and coaches counterpart staff from government agencies at provincial, district, and village levels in executing a diverse range of community development activities. This development focuses on areas such as planning, executing, and monitoring social and economic development activities.
3. MAIN RESPONSIBILITIES
- Advise and support counterpart staff in identifying capacity development needs, manage village funds and credits from planning and implementation to monitoring and reporting.
- Advise and support in the design of high-quality village development activities.
- With technical backing from the Programme, advise and support Implementing Partners in carrying out Nutrition Promotion (NP), Disaster Risk Reduction (DRR) and education interventions at the village, district and provincial levels.
- Contribute to capacity assessments of Implementing Partners (IPs) and other partner organizations.
- Support the quality control and quality assurance of activities carried out by IPs.
- Assist in developing Monitoring and Evaluation (M&E) tools and instruments and support the implementation of M&E surveys (data collection).
- Assist in organizing and conducting meetings of the Provincial Coordination Committees (PCC).
- Support capitalization efforts of LuxDev and the Provincial Department of Planning and Investment.

4. SKILLS and qualifications REQUIRED FOR THE JOB
- Bachelor’s degree in rural development, agriculture and forestry, education, health and nutrition or a subject related to the postion.
- At least five (5) years of relevant professional experience in implementing capacity strengthening and/or community development projects.
- Experience working in cooperation with and support of government agencies.
- Experience working for international organisations or NGOs.
5. CONDITIONS
- Location: Houyay (Bokeo Province), with frequent travel to target districts and villages.
- Nature of the position: fixed-term contract until 31.12.2027 (full time);
- Expected starting date: 01/06/2026 or asap;
- Salary: calculated based on the experience and qualifications of the successful candidate.
