Village Development Adviser (Lao national): 4 positions

Location: Provincial capital of target provinces (Vientiane Province, Bolikhamxay, Khammouane, Bokeo)

1. Background

 

The Lao and Luxembourg governments, under the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) 2023 – 2027 with a total budget of approximately EUR 109 million, have maintained and are deepening collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through the following four sectoral programmes:

 

  • Health and Nutrition (H&N) with a budget of EUR 38.5 million;
  • Local Development (LD) with a budget of EUR 33.9 million, including Swiss co-financing;
  • Skills for Tourism, Agriculture and Forestry (STAF) with a budget of EUR 25 million, including Swiss and EU co-financing;
  • Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of EUR 11.5 million.

 

Both governments also agreed to seek strong linkages between the four programmes to optimise synergy and impact.

 

 

2. OBJECTIVE

 

The Village Development Adviser (VDA) is part of a team of three staff members responsible for supporting and coaching counterpart staff from government agencies in executing a diverse range of community development activities.

 

 

3. MAIN RESPONSIBILITIES

 

  • Support counterpart government staff in identifying Capacity Development (CD) needs in relation to Village Development Planning (VDP), and the management and use of Village Development Funds, Village Revolving Funds and Village Credit Schemes (VCS) at the stages of planning, implementation, monitoring and reporting.
  • Support counterpart government staff in identifying and addressing the capacity development needs of the Village Development Committees in the planning and implementation of all activities at the village level.
  • Advise and support in the design of high-quality village development activities, at times involving external service providers.
  • Support Implementing Partners of the Provincial Department of Planning and Investment (DPI) in carrying out Nutrition Promotion (NP), Disaster Risk Reduction (DRR) and education interventions.  
  • Contribute to capacity assessments of Implementing Partners (IPs) and other partner organizations.
  • Support the quality control and quality assurance of activities carried out by IPs.
  • Assist in developing M&E tools and support with data collection and support in capitalization efforts.
  • Assist the IPA and Provincial Support Office team in organizing and conducting meetings.

4. SKILLS and qualifications REQUIRED FOR THE JOB

 

  • Bachelor’s degree in a subject related to the position (such as rural development, agriculture and forestry, education, health and nutrition, etc.)
  • At least five (5) years of relevant professional experience in implementing capacity strengthening and/or community development projects.
  • Experience working in cooperation with and support of government agencies.
  • Experience working for international organisations or NGOs.
  • Working experience in micro-credit management at village level an advantage.

  • Nature of the position: fixed-term contract, full time;

  • Salary will be calculated based on the experience and qualifications of the successful candidate.
