- BACKGROUND
Luxembourg has supported the health sector in Mongolia since 2001. The focus of the bilateral cooperation is combating cardiovascular disease (CVD), which is the first cause of mortality in Mongolia. This collaboration has unfolded in multiple phases, each expanding the scope of interventions.
The current MON/007 project “Cardiology, cardio surgery and telemedicine in Mongolia” finishes end of 2027. LuxDev is currently launching the MON/008 project, entitled “Support to the Establishment of the National Cardiovascular Centre (NCC)”, in partnership with the Government of Mongolia and the European Bank for Reconstruction and Development (EBRD). LuxDev is also currently formulating the MON/009 project “Matching Fund for Medical Equipment and Technologies”.
Given the scale and complexity of the bilateral cooperation in the health sector in Mongolia, LuxDev is recruiting a “Projects Manager” with strong international experience to oversee the implementation of the different initiatives and ensure their alignment with Luxembourg’s development cooperation principles.
The Projects Manager will be based in Ulaanbaatar and will serve as LuxDev’s senior representative in Mongolia, responsible for administrative and financial compliance of the different initiatives, managing the team and quality assurance. He/she will work in close collaboration with LuxDev’s Senior Sector Advisor (SSA) in Mongolia.
- OBJECTIVES
The Projects Manager represents LuxDev in Mongolia.
He/she manages all LuxDev operations in Mongolia and is ultimately accountable for the results of the LuxDev projects in Mongolia. In this view he/she establishes a Mongolia Field Operations Manual (in accordance with the Agency’s Quality Manual) and ensures that all processes in Mongolia are implemented in accordance with the Mongolia Field Operations Manual.
The Projects Manager will promote LuxDev’s values in the field. He/she supports LuxDev’s main mission to strengthen capacities. Projects Manager participates in the implementation of the Agency’s vision.
The Projects Manager receives delegation of signature authority on the project bank account opened in the implementation country. The Projects Manager is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg Government’s contribution to this project.
- RESPONSIBILITIES
Management of projects and implementation of the activities

- PROFILE
Education
- Master’s or equivalent in business administration, management, economics, international development, or related field
Experience
Mandatory experience
- At least 5 years’ experience as manager (Head of Project, Chief Technical Advisor, Project Coordinator, Chief of Party or equivalent) of development projects in different contexts/countries;
- Project cycle management, RBM, logical framework, M&E, risk management;
- working with government counterparts and private sector as part of development projects;
- Procurement and contract management,
Desirable experience
- management of development projects in the health sector;

- Infrastructure and construction project
- Experience working in Mongolia is a plus
