1. Background

LuxDev is the Luxembourg Development Cooperation Agency.

Luxembourg has supported the health sector in Mongolia since 2001. The focus of the bilateral cooperation is combating cardiovascular disease (CVD), which is the first cause of mortality in Mongolia. This collaboration has unfolded in multiple phases, each expanding the scope of interventions.

The current MON/007 project (“Cardiology, Cardio-surgery and Telemedicine in Mongolia”) is the 5th phase of support. Implemented mostly through the Third State Central Shastin hospital, it strengthens integrated cardiac care, cardiovascular health services and cardiac surgery capacity (with the support of the Institut National de Chirurgie Cardiaque et de Cardiologie Interventionnelle from Luxembourg - INCCI). It also focuses on the prevention of cardiovascular disease and support for digitalization (telemedicine).

LuxDev is currently launching the MON/008 project, titled “Support to the Establishment of the National Cardiovascular Centre (NCC)”, in partnership with the Government of Mongolia and the European Bank for Reconstruction and Development (EBRD). This ambitious seven-year intervention aims to reduce mortality from cardiovascular diseases (CVDs) by establishing a high-capacity, digitally integrated, and nationally anchored cardiovascular referral centre.

At the same time LuxDev is expecting to start formulating the MON/009 project early 2026. MON/009 would be a Matching Fund for Medical Equipment and Technologies (MF-MET) which is intended to provide additional resources to strengthen the health response in the CVD and Maternal, Newborn and Child Health sectors.

In light of those developments, LuxDev is looking for an experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer based in Ulaanbataar. This recruitment is for a national expert responsible for paying his/her own taxes and for all administration required by the Mongolian administration.

2. OBJECTIVES

The MEAL Officer will lead the design, implementation, and coordination of MEAL activities for all LuxDev projects in Mongolia, ensuring compliance with LuxDev standards and national Mongolian requirements. The role will strengthen data-driven management, promote accountability to stakeholders, and foster learning within the project team.

The MEAL outputs will be validated by the Projects Coordinator in consultation with the Senior Sector Advisor.

On the short term (first 6 months), the MEAL officer will be expected to focus on the MON/008 project, and in particular on the review of the monitoring framework (including the design of the Indicators Information Sheets for each project indicator and the subsequent piloting) and the evaluation strategy.

 

3. RESPONSIBILITIES

Monitoring

  • Develop and maintain the projects’ monitoring framework aligned with the logical framework and indicators,
  • Develop/design data collection tools and ensure accurate data is collected (with baselines when relevant), verified and analysed for all project activities,
  • Develop a brief user friendly MEAL manual for each project in Mongolia, including guidelines for data protection, access control, confidentiality and retention,
  • Maintain a secure and organized database of project data in close collaboration with ther Administrative and Finance Manager and with the MON/007 Project Support Unit (PSU) monitoring officer,
  • Ensure regular and accurate monitoring data is reported to the Projects Coordinator (PC) and the Senior Sector Advisor (SSA),
  • Contribute to the preparation of periodic reports to LuxDev and stakeholders.

 

Evaluation

  • Support the design and implementation of mid-term, and final evaluations,
  • Coordinate with external evaluators and ensure quality of evaluation processes,
  • Document lessons learned and recommendations for future programming.

 

Accountability

  • Establish and support the feedback and complaints mechanisms for beneficiaries and stakeholders,
  • Promote accountability principles across project activities.

 

Learning

  • Facilitate learning sessions and knowledge-sharing events within the project team,
  • Document best practices and success stories,
  • Contribute to adaptive management by integrating lessons learned into planning.

 

Capacity building

  • Develop MEAL plans and tolos,
  • Train project staff and partners on MEAL processes,
  • Ensure MEAL elements are included in all reports.

 

Contribute to knowledge management

  • In collaboration with the Administrative and Finance Manager, contribute to the continuous improvement of LuxDev knowledge and experience through exchanges of information and communications

 

4. PROFILE

  • Higher education degree (minimum 5 years) in a relevant field such as monitoring & evaluation, public health, social sciences, development studies or equivalent,
  • As least 5 years of proven experience in MEAL in development projects and/or in data management,
  • Familiarity with MEAL standards in development aid or humanitarian action,
  • Familiarity with Mongolian MEAL standards,
  • Fluency in spoken and written Mongolian and English,
  • Understanding of cross-cutting issues (gender, D4d, environment and climate change) is an advantage.
