International Project Coordinator MON008 (Health project)

1. BACKGROUND

Luxembourg has supported the health sector in Mongolia since 2001. The focus of the bilateral cooperation is combating cardiovascular disease (CVD), which is the first cause of mortality in Mongolia. This collaboration has unfolded in multiple phases, each expanding the scope of interventions.

LuxDev is currently formulating the MON/008 project, titled “Support to the Establishment of the National Cardiovascular Centre (NCC)”, in partnership with the Government of Mongolia and the European Bank for Reconstruction and Development (EBRD). This ambitious seven-year intervention aims to reduce mortality from cardiovascular diseases (CVDs)—the leading cause of death in Mongolia—by establishing a high-capacity, digitally integrated, and nationally anchored cardiovascular referral centre.

Given the scale, complexity, and strategic importance of MON/008, LuxDev identifies the urgent need to recruit a Projects Coordinator to oversee the implementation of this intervention and ensure its alignment with Luxembourg’s development cooperation principles. The Projects Coordinator will be based in Ulaanbaatar and will serve as LuxDev’s senior representative in Mongolia, responsible for coordinating multiple stakeholders, supervising technical and financial components, managing the team and ensuring quality assurance across all phases of the project.

The MON/008 intervention involves a blended financing model, combining Luxembourg grant funding with an EBRD loan to the Government of Mongolia. It includes infrastructure development, equipment procurement, commissioning, institutional capacity building, and the transformation of the NCC into a national centre of excellence. These components require close coordination between LuxDev, the Ministry of Health, Shastin Hospital, and a variety of international technical experts. The Projects Coordinator will play a pivotal role in managing these relationships, ensuring operational readiness, and safeguarding the strategic coherence of the intervention.

Moreover, the Projects Coordinator will also support the ongoing MON/007 project (Cardiology, cardiosurgery and telemedicine in Mongolia) and contribute to the formulation of future health sector interventions.

2. OBJECTIVES

The Projects Coordinator represents LuxDev in Mongolia.

He/she is ultimately accountable for the results of the LuxDev projects in Mongolia.

In practice, in 2025 and in the first six months of 2026 this means monitoring the MON/007 project, launching the MON/008 project and participating to the formulation of an additional project.

The Projects Coordinator will promote LuxDev’s values in the field and supports LuxDev’s main mission to strengthen capacities. He/She participates in the implementation of the Agency’s vision.

In this view he ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.

The Projects Coordinator receives delegation of signature authority on the project bank account opened in the implementation country. The Projects Coordinator is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg Government’s contribution to this project.

3. RESPONSIBILITIES

Implementation of the activities:

  • Participate to formulation of projects and ensure projects launch;
  • Prepare, follow up and conclude Operational Partnership Agreements (OPA);
  • Plan the tasks and activities;
      • design and update annual operational plans and the multi-annual action plan,
      • present the action plan to the steering committee for validation.
  • Coordinate project activities ;
  • Implement specific technical activities ;
  • Ensure project wrap-up.

Administrative management of the project :

  • Office (equipment, vehicles, rent…);
  • Human resources (job descriptions for staff recruitment, annual appraisal of local staff…);
  • Procurement (draft tenders according to LuxDev procedures, manage contracts…)
  • Audit follow up.

Financial management of the project:

  • Draft the budget and financial planning;
  • Expenditure follow-up.

Monitoring and reporting results

  • Update and follow-up the Objectively Verifiable Indicators (OVI);
  • Use data from monitoring activities to inform decision-making and improve project strategies.

Managing information

  • Manage reporting;
  • Manage knowledge and capitalisation;
  • Manage communication.

Representing LuxDev within the parameters defined in the agreements between LuxDev and the national partners, as well as any relevant clause in the TFD and work in close collaboration with other execution agencies.

Developing capacity at individual, organisational and institutional levels.

4. PROFILE

  • Master’s or equivalent in health, public health, international development or related field;
  • at least 10 years’ experience in the management of development projects in the health sector, working with government counterparts;
  • mandatory experience in results-based management, reporting and use of indicators ;
  • desirable experience in hospital management, hospital construction and medical devices procurement;
  • excellent spoken and written English skills ;
  • profesional experience in Mongolia is an asset.
