This position is considered full-time, on site.

Background 

The overall objective of the CRI/003 CONECTA project is to contribute to the well-being of all Costa Ricans in an accessible and equitable manner, and through digital means, to support inclusive, competitive, and sustainable development through digital transformation, innovation, and the strategic management of data. 

Function

The purpose of the Technical Assistant in Geospatial Data and Infrastructure is to provide specialized technical leadership to support the design, implementation, monitoring and consolidation of the CONECTA components related to the governance and strategic use of geospatial data, the strengthening of the National Spatial Data Infrastructure, the development of geospatial data-based tools, and the integration of environmental, climate and socio-economic geospatial information for evidence-based decision-making. 

The Technical Assistant in Geospatial Data and Infrastructure reports to the Chief Technical Assistant (CTA) of the project and works in close coordination with the Technical Assistant in Digital Governance and Interoperability, the administrative, financial and operational officers of the Shared Support Unit (SSU/ROF San José), and, where relevant, with technical experts from LuxDev Headquarters (HQ) and Luxembourg technical partners.

Main Responsabilities and Tasks

  • Technical support to the implementation of Capacities and Geospatial Data Governance.
  • Support the definition of the governance framework for the national geospatial data system and its connection with relevant national agendas.
  • Support the implementation of the National Data Governance Framework with emphasis on geospatial data for environmental and climate resilience. 
  • Contribute to the definition and adoption of technical standards, protocols, and best practices aligned with international references.
  • Support the design and implementation of the digital capacity-building program for public servants, the private sector, and civil society, with a particular focus on geospatial data management and analysis, digital service design, data ethics, AI ethics, and geospatial data governance, in partnership with key stakeholders.
  • Support the implementation of mechanisms to promote women's transformative leadership in geospatial data governance.
  • Support the deployment of interactive dashboards, open data portals, and visualization tools that integrate essential cartographic products for public decision-making. 
  • Support the definition of geospatial API Gateways, metadata catalogues, and service orchestration aligned with the Proposed Interoperability National Model. 
  • Promote the participation of women in the geospatial ecosystem, including STEM mentoring, hackathons, and leadership programs within the field. 
  • Design and deliver training materials, technical guides, and methodological protocols on geospatial data management, metadata curation, and interoperable publishing. 
  • Other activities related to the scope of the project.

Profile

  • University degree (Bachelor's level minimum; master’s level strongly recommended) in Geography, Geomatics, Geographic Information Systems, Cartography, Topography, Geodesy, Environmental Sciences with strong GIS specialization, Geosciences, Civil Engineering with geospatial specialization, or a related field. 
  • Experience or knowledge in the design, implementation, or management of geospatial information systems, Spatial Data Infrastructures (IDE/SDI), or geospatial projects. 
  • Experience or knowledge in the application of OGC standards and international geospatial metadata standards .
  • Experience in designing and delivering capacity-building activities.
  • Experience in drafting technical documents.
