Background 

The overall objective of the CRI/003 CONECTA project is to contribute to the well-being of all Costa Ricans in an accessible and equitable manner, and through digital means, to support inclusive, competitive, and sustainable development through digital transformation, innovation, and the strategic management of data. 

 Function 

The purpose of the Technical Assistant in Digital Governance and Interoperability is to provide specialized technical leadership to support the design, implementation, monitoring, measure and consolidation of the components of CONECTA related to digital governance, the National Interoperability Model, digital capacity building, and human-cantered digital public services, in close coordination with the Costa Rican stakeholders: MICITT (Digital Governance and Digital Signature Certifiers (DGDCFD), Cybersecurity Direction, the National Digital Government Agency (ANGD)), MIDEPLAN, the Directorate General of Migration and Foreign Affairs (DGME), and other sectoral institutions), as well as with Luxembourg partners (including CTIE, LIST, and the University of Luxembourg). 

 Main Responsibilities and Tasks 

  • Technical support to the implementation of Capacity Building and Data Governance. 

  • Technical support for the implementation of the National Interoperability. 

  • Technical support to the Digital Public Services implementation. 

  • Programming, planning, monitoring, and reporting to CTA in the preparation of the annual operational plans and multiyear action plan. 

  • Coordination with partners and technical assistanceSupport the CTA in the preparation, follow-up, and conclusion of Operational Partnership Agreements (OPAs) with institutional partners involved. 

  • Identify training and capacity-building needs of partner institutions and support the design of corresponding action plans. 

 Profile 

  • University degree (bachelor’s level minimum; master's level strongly recommended) in Computer Science, Information and Communication Technologies, Digital Transformation, Public Administration with ICT specialization, Political Science with a strong digital policy focus, Engineering, Law with a specialization in digital/technology law, or a related field. 

  • Minimum of 5 years of professional experience in the design, implementation, or management of digital government, digital transformation, interoperability, or related initiatives in the public sector. 

  • Minimum of 3 years of experience working in or with Costa Rican or Latin American public administration on digital government, interoperability, or digital public services topics. 

  • Demonstrated experience in designing and/or delivering capacity-building activities for public servants (workshops, training programs, technical guidelines). 

  • Demonstrated experience in drafting technical documents (terms of reference, technical specifications, methodological guides, policy briefs) in English and Spanish. 

  • Availability and willingness to conduct regular field missions across Costa Rican regions.
