Skills for Tourism Adviser (Lao national)

1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Skills for Tourism, Agriculture and Forestry Programme (LAO/336) with a budget over 26 MEUR (with EU and Swiss co-financing).

 

 

2. OBJECTIVE

 

The Skills for Tourism Adviser supports with planning and operationalisation of programme activities, working with public and private sector organisations, tourism and hospitality businesses, and colleges to ensure the quality and relevance of training. The position advises national / provincial stakeholders and manages budgets, admin and procurement processes and contracts.  

 

 

3. MAIN RESPONSIBILITIES

 

  • Support the planning, preparation and implementation of Tourism and Hospitality activities.
  • Support monitoring and evaluation of activities.
  • Ensure disbursement and M&E targets are met.
  • Ensure procurement is completed within schedule as per LuxDev procedures. 
  • Work with counterparts to ensure development and implementation of delegation agreements.
  • Liaise with counterparts, coordinate meetings and workshops.
  • Support with coordination and other administrative and communication tasks.
  • Liaise and collaborate with focal points, counterparts and decision-makers for assigned activities.
  • Provide practical training and coaching at partner public vocational colleges.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Bachelor’s degree in tourism and hospitality management, human resources development or technical and vocational education;
  • At least 5 years of relevant professional experience in vocational education training, skills development, human resources or 5 years of supervisory / management experience in tourism / hospitality.
  • Professional experience from within either a food production, food and beverage service or event management environment.
  • Ability to manage contracts and budgets.
  • Ability to write reports, communicate and present information professionally in English and Lao.
  • Experience working on development cooperation projects (desirable);
  • Experience with TVET and skills development programmes for disadvantaged youth in Lao PDR (desirable);
  • Knowledge of the challenges of T/H private sector development (desirable);
  • Experience in the provision of training in a tourism and hospitality context (desirable).

 

 

 

5. CONDITIONS

 

  • Location: Vientiane Capital, with regular travel to other provinces
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 15/08/2026 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
