Skills for Tourism Adviser (Lao national)

1. BACKGROUND
The Lao and Luxembourg governments decided, for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V), to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 106,3 MEUR, as follows:
- Health and Nutrition (H&N) with a budget of ca. 35,8 MEUR;
- Local Development (LD) with a budget of ca. 34 MEUR (including Swiss co-financing);
- Skills for Tourism, Agriculture and Forestry (STAF) with a budget of ca. 25 MEUR (including Swiss and European Union co-financing);
- Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 11,5 MEUR.
Both governments also agreed to seek strong linkages between the four programmes to optimise synergy and impact. The earmarked interventions are interconnected through a common human capital development approach towards sustainable results. This is the foundation of ICP V, and is key to contributing to the eradication of extreme poverty and strengthened socio-economic inclusion in the target areas.
The STAF programme addresses two key areas of economic growth in Lao PDR: 1) Tourism and hospitality; and 2) Agriculture and forestry.
2. OBJECTIVES
The Skills for Tourism Adviser supports the Senior Skills for Tourism Adviser in the planning and operationalisation of activities as defined in the Project’s Technical and Financial Document and the Theories of Action.
3. MAIN RESPONSIBILITIES
- Support the planning, preparation and implementation of tourism and hospitality activities within the programme as well as monitoring and evaluation of activities.
- Ensure disbursement and M&E related targets under assigned areas of responsibility are met.
- Work with relevant personnel and departments to ensure all required procurement is achieved on schedule and according to LuxDev procedures.
- Work with counterparts and relevant departments to ensure delegation agreements are developed, signed and implemented according to LuxDev procedures.
- Liaising with counterpart organisations, coordinating meetings and workshops, supporting the Senior Skills for Tourism Adviser with translation and other administrative and communication tasks.

4. SKILLS REQUIRED FOR THE JOB
- Master’s or post-graduate degree in tourism / hospitality management, human resources development, vocational skills development (VSD), or other relevant discipline;
- At least 10 years of relevant professional experience in VSD, human resources or ten years’ supervisory / management experience in tourism / hospitality;
- Ability to manage contracts and budgets, write reports, communicate and present information professionally in English and Lao.
- Experience working on development cooperation projects with government and/or international development partners (desirable).
- Experience with VSD programmes for disadvantaged youth in Lao PDR (desirable);
- Experience working in / knowledge of the challenges for the development of T/H private sector (desirable).
