1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR. This includes the Skills for Tourism, Agriculture and Forestry (STAF) Programme with a budget of approximately 25 MEUR (with Swiss and European Union co-financing).

 

 

2. OBJECTIVE

 

The Skills for Agriculture and Forestry Adviser carries out technical advisory tasks under the STAF’s Agriculture and Forestry sub-team, therefore contributing to the outputs and outcomes of the Programme.  

 

 

3. MAIN RESPONSIBILITIES

 

  • Actively participate in the preparation, implementation and monitoring of skills for A/F action plans;
  • Closely coordinate and work with the STAF Programme team and counterparts to prepare, implement and monitor activities;
  • Draft/revise concept notes and Terms of Reference (ToR) for activities in collaboration with the Senior Skills for A/F Adviser;
  • Prepare and review technical documents developed for activities;
  • Provide technical advice and support public and private VSD and extension service providers;
  • Support and guide the establishment of public-private partnerships for enhanced skills for A/F;
  • Prepare and manage budgets, and review expenditure against approved budgets;
  • Manage procurement processes required to implement planned activities;
  • Assist in data inputting and reviewing for monitoring and evaluation (M&E) purposes, and support reporting on Programme progress in accordance with the M&E matrix;
  • Undertake other tasks as assigned by the Senior Skills for A/F Adviser, in line with STAF Programme objectives and activity plans;
  • Work closely with other STAF Programme’s technical advisers and support staff and government counterparts.

4. SKILLS and qualifications REQUIRED FOR THE JOB

 

  • Bachelor’s degree in agriculture, forestry or related discipline (i.e. agroecology, agri-business, etc.);
  • At least five years of relevant working experience in a technical/advisory role in the field of extension services for A/F and/or Vocational Skills Development (VSD), preferably for an international development organisation, governmental agency or similar.
  • Desirable: understanding of project cycle management, experience building partnerships and fostering collaboration, experience in the provision of coaching/training, working with public and private stakeholders and managing budgets and procurement processes.

 

 

 

5. CONDITIONS:

 

  • Location: Vientiane Capital, with regular travel to target provinces.
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 01/12/2025 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
