1. BACKGROUND
Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Skills for Tourism, Agriculture and Forestry Programme (LAO/336) with a budget over 26 MEUR (with EU and Swiss co-financing).
2. OBJECTIVE
The Skills for Tourism Adviser is responsible for supporting partner TVET colleges and training institutions to improve the quality, commercial viability, and industry relevance of their tourism and hospitality training operations. The position provides practical technical assistance and coaching to colleges, teachers, and management teams to strengthen quasi-commercial hospitality operations and create authentic learning environments for students.
The position is intended for a candidate with substantial private-sector experience in hospitality operations, food and beverage service, food production, catering, conferencing, or event management, with the ability to transfer practical industry knowledge directly to teachers, managers, and vocational training institutions.
3. MAIN RESPONSIBILITIES
- Provide direct technical support to partner colleges to strengthen the planning, management, and delivery of commercial hospitality services. Support colleges in developing and improving meeting room packages, conference services, coffee break offerings, business lunches, catering services, receptions, and private functions;
- Assist colleges to establish service standards, operational procedures, pricing structures, quality control measures, and customer service systems.
- Support the development of commercially viable hospitality products that can generate revenue while providing practical learning opportunities for students.
- Advise colleges on improving customer experience, food quality, presentation standards, service efficiency, and overall professionalism.
- Support colleges to strengthen business planning, marketing, client management, and operational sustainability.
- Deliver coaching, mentoring, and on-the-job training in hospitality operations, food production, food and beverage service, event management, and customer service.
- Support teachers in integrating industry standards and commercial practices into classroom and practical training activities.
- Support the planning, implementation, and monitoring of tourism and hospitality programme activities in accordance with approved work plans and budgets.
- Support coordination with government counterparts, TVET institutions, development partners, and other stakeholders.
- Support preparation and monitoring of budgets related to assigned activities.
- Coordinate procurement requirements in accordance with LuxDev procedures and timelines.
- Ensure compliance with programme, financial, administrative, and contractual requirements.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB
- Bachelor’s degree in tourism and hospitality management, human resources development or technical and vocational education;
- At least 5 years of relevant professional experience in vocational education training, skills development, human resources or 5 years of supervisory / management experience in tourism / hospitality.
- Professional experience from within either a food production, food and beverage service or event management environment.
- Ability to manage contracts and budgets.
- Ability to write reports, communicate and present information professionally in English and Lao.
