Scholarships and Training Officer (national position)

1. BACKGROUND
Under the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V), the Lao and Luxembourg governments have maintained and deepened collaboration nationally – but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane – through four sectoral programmes (to be implemented from 2023 to 2027) with a total budget of approximately 119.5 MEUR:
1. Health and Nutrition (H&N) with a budget of approximately 46 MEUR;
2. Local Development (LD) with a budget of approximately 37 MEUR (including Swiss co-financing);
3. Skills for Tourism, Agriculture and Forestry (STAF) with a budget of approximately 25 MEUR (including Swiss and European Union co-financing);
4. Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of approximately 11.5 MEUR.
Both governments also agreed to seek strong linkages between the four programmes to optimize synergy and impact. To amplify coherence, there will be shared pools, including an operational pool, covering support functions related to human resources, administration and logistics, finance, procurement, and IT aspects for all the programmes/projects in the ICP V.
The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme.
2. OBJECTIVE
The Scholarships and Training Officer (STO) assists the LAO/035 programme with the implementation of the Human Resource Development (HRD) plans.
3. MAIN RESPONSIBILITIES
- Ensure scholarship selection criteria compliance, including liaising with provincial hospital counterparts and team members to identify eligible candidates and review their documents and qualifications, communicating on approval and rejection of scholarships, and compiling summary reports for MoH.
- Liaise with University of Health Sciences (UHS) and being the point to UHS for the scholarship programme/agreements.
- Liaise with Training Institutions, including confirming student acceptance into programmes, monitoring student enrolment and attendance to training; and collecting pre- and post- training questionnaire results and compiling reports.
- Supporting monitoring and evaluation activities related to specific courses and Human Resources Development as a whole.
- Administrative tasks, including preparation of scholarship agreements; management of scholarship contracts; revision of academic progress and technical scholarship reports; respond to student enquiries and monitoring enrolment and progress; keep the scholarship database (iHRIS) up-to-date; interrogate iHRIS database to produce reports; provide support for coordination of training provided by the HRD Team; liaise with scholarship alumni, and provide quarterly activity reports and workplans to the SSA and HRDA.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB
- Bachelor’s degree in administration, law or related field;
- At least 5-year of relevant experience in implementation of development projects in Laos, including experience in contract management from drafting to preparation of payments.
- Minimum of three years proven experience in managing information and assuring quality control;
- Proficient computer skills, including Microsoft 365 as well as good understanding of IT-solutions and systems.
