1. BACKGROUND
The Lao and Luxembourg governments decided, for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V), to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 106,3 MEUR, as follows:
- Health and Nutrition (H&N) with a budget of ca. 35,8 MEUR;
- Local Development (LD) with a budget of ca. 34 MEUR (including Swiss co-financing);
- Skills for Tourism, Agriculture and Forestry (STAF) with a budget of ca. 25 MEUR (including Swiss and European Union co-financing);
- Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 11,5 MEUR.
Both governments also agreed to seek strong linkages between the four programmes to optimise synergy and impact.
The earmarked interventions are interconnected through a common human capital development approach towards sustainable results. This is the foundation of ICP V, and is key to contributing to the eradication of extreme poverty and strengthened socio-economic inclusion in the target areas.
The STAF programme addresses two key areas of economic growth in Lao PDR: 1) Tourism and hospitality; and 2) Agriculture and forestry.
2. OBJECTIVES
The PLO complements the work of the Senior Sectoral Adviser by providing support on a daily basis and by independently carrying out coordination-related tasks liaising with ministry and development partners and supporting implementation. The PLO plays an integral role in ensuring effective communication, interaction and flow of information regarding programme management issues between all stakeholders.
3. MAIN RESPONSIBILITIES
- Coordinate the preparation and follow up on work plans and activities with counterparts;
- Draft concept notes and ToR for activities;
- Communicate management decisions and co-facilitate activities in collaboration with the SSA, including translation;
- Assist in reviewing the M&E matrix and support monitoring and reporting;
- Monitor compliance of implementing partners’ activities and reports, and support the collection of relevant information to;
- Support the preparation of key documents such as progress reports, plans and budgets;
- Support the preparation of technical documents for meetings;
- Draft meeting minutes.
- Coordinate and assist for efficient implementation of programme activities;
- Assist in coordinating implementation between STAF and other LuxDev programmes and pools;
- Provide technical support to public and private VSD stakeholders;
- Co-facilitate VSD activities in collaboration with the VSDE;
- Support preparation of technical documents for meetings;

4. SKILLS REQUIRED FOR THE JOB
Mandatory:
- Undergraduate qualification in Management, Communication, Business Administration or a related discipline;
- At least five years’ of programme coordination experience in Lao PDR, preferably for an international development organisation, governmental agency or similar.
Desirable:
- Understanding of vocational skills development in Lao PDR;
- Understanding of project cycle management and Theory of Change methodology.
5. CONDITIONS:
- Workplace: LuxDev office in Vientiane Capital, with frequent travel to target provinces.
- Nature of the position: full-time position;
- Duration: three years;
- Expected starting date: 1 January 2025 or asap;
- Salary will be calculated based on the experience and qualifications of the successful candidate.
