2.BACKGROUND:
In September 2023, LuxDev has opened a new regional office for Central America and the Caribbean, alongside with the opening of a Luxembourg embassy in San Jose, Costa Rica. Whereas the first formulation and execution mandates for new projects and programmes in the region concerned bilateral cooperation projects with the Governments of Costa Rica and El Salvador, the long-term vision for operations of the Luxembourg Development Cooperation is to adopt a regional approach, targeting two or more countries per project and program.
3.FUNCTION:
The Procurement and Partnerships Assistant contribute to ensure the quality, efficiency, and impact of the procurement processes and partnership agreements of a diversity of programs/projects implemented in Costa Rica, and to some extent in the region. This includes implementing procurement processes and operational partnership agreements (OPAs), according to LuxDev standards, collect and keep trackof relevant data, assess progress and results, and draw lessons for continuous improvement.
4. DUTIES AND MAIN TASKS:

Support of acquisitions and partnerships processes ensuring models for contracts and partnerships are aligned with LuxDev’s Quality Manual (MQ) and tailored to the needs of programmes/projects.

Monitors and supports the complete cycle of contracting and partnership agreements.

Procurement and partnership execution processes and advice: Contributes to the development of periodic and annual reports, as well as detailed quarterly progress analysis reports, highlighting successes, challenges, and necessary adjustments.

Implements an knowledge management sharing plan to promote a culture of continuous improvement and facilitates organizational learning. Implements training and coaching plans for programs/projects teams, the national counterpart, and partners on procurement and partnership practices, considering specific needs and competency levels.
5.PROFILE

Bachelor’s degree in a relevant field such as international trade, supply chain, logistics, procurement, international relations, international development, administration, or any equivalent;

at least 3 years of proven experience in procurement (goods and services) and contracts/operational partnerships;

expertise in conformity of procedures and data collection, with competence in relevant tools and methodologies;

excellent teamwork and collaboration skills;

proficiency in Microsoft office software;

proficiency in English (equivalent to a B2 level)
