1. BACKGROUND
Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of over 124 MEUR.
2. OBJECTIVE
The Procurement Officer supports the Procurement Unit of the Operational Pool in the implementation of competitive bidding and contracting procedures for the acquisition of goods, services and works. The Procurement Officer provides guidance and builds internal capacity of LuxDev staff in procurement, supporting the Head of Procurement when necessary.
3. MAIN RESPONSIBILITIES
Acquisition Process: implementation of procurement procedures, ensuring functioning and compliance of procurement resources:
- Prepare and manage the tendering process, including the development of tender documents, evaluation criteria, and procurement notices, while ensuring that all acquisition activities adhere to LuxDev’s procurement policies;
- Assist the evaluation of bids and proposals, ensuring compliance with LuxDev’s procurement procedures;
- Coordinate and follow Head of Procurement’s instructions for the acquisition of goods, services, works;
- Preparation of bid opening and evaluation reports;
- Draft Memos and Explanatory Notes for programmes, outlining recommendations and/or reservations issued by the Procurement Unit;
- Prepare Validation Certificates for the launch of the Abridged Tender Dossiers (ATD) for forwarding to authorized staff for validation and signature;
- Prepare Authorization Certificates for Contract Award (or cancellation of ATD) for submitting to authorized staff for approval and signature;
- Ensure the right record and management of acquisitions and contracts in the Alphabase system;
- Support the Head of Procurement and the Senior Sectoral Advisers in the development and follow up of annual acquisition plans;
- Provide guidance to programmes’ Technical Advisers and partners on the use of procurement procedures;
- File procurement documentation related to contracts on the dedicated server, following the designated folder structure and the set-up of procurement filling within the shared Pool Unit;
- Act as an adviser for any question related to procurement;
- Coordinate and conduct training sessions on procurement;
- Support the Head of Procurement in maintain up-to-date the follow-up tables required for detailed tracking of acquisition activities (ATD follow-up, acquisition follow-up, tender bank guarantee follow-up, etc.);
- Conduct regular internal control missions on acquisition procedures <1,000 EUR, currently under the full responsibility of the programmes/projects.
Contractual monitoring: ensure the monitoring of contracts and contractual agreements:
- Draft, review, and finalize Contracts and Amendments ensuring all LuxDev procedural standards are met;
- Verify the existence and compliance of bank guarantees before getting approval by the Regional Representative;
- Monitor contractual clauses, such as performance period, amounts, contract amendments, application of compensations and penalties;
- Verify the initial and final payments related to contracts and bank guarantees;
- Participate, upon request, in provisional and final acceptance of contracts;
- Verify the compliance of the Minutes of Provisional Acceptance and Final Acceptance.
- Support the Head of Procurement the updating of the supplier evaluation on Alphabase;
- Attend construction site meetings and technical discussions, if required;
- Support the execution of works with the Project Owner and Supervisor (Engineering Office-EO).
Promote continuous improvement mechanisms:
- Propose improvements and provides feedback on LuxDev procedures and documentation to enhance/adapt them;
- Support Head of Procurement to monitor the implementation of new procurement models and procedures;
- Ensure the verification and control of procurement filing within the SPU SharePoint and Alphabase.
- Conduct regular internal control missions on CAT C acquisition procedures <10,000 EUR, currently under the responsibility of the programmes/projects.
- Provide guidance and training to project staff on LuxDev procurement procedures;
- Assist Progammes/Projects Technical Advisers and partners on the use of LuxDev Procurement procedures.
4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB
- Bachelor’s degree in a relevant field (Economics, Finance, Business Administration, Law, Foreign Trade, Logistics).
- Minimum 5 years of relevant work experience in implementation of procurement processes within international organisations;
- Proficient computer skills, including Microsoft Office (Word, Excel, Teams, PowerPoint, Outlook) e-mail applications, teleconferencing and other relevant software.
- Ability to multitask and work independently with minimum supervision.
5. CONDITIONS:
- Location: Vientiane Capital
- Nature of the position: fixed-term contract until 31.12.2027 (full time);
- Expected starting date: 01/03/2026 or asap;
- Salary: calculated based on the experience and qualifications of the successful candidate.
