Nutrition Adviser (Lao national)

1. Background

 

The Lao and Luxembourg governments, under the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) 2023 – 2027 with a total budget of approximately EUR 109 million, have maintained and are deepening collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through the following four sectoral programmes:

 

  • Health and Nutrition (H&N) with a budget of EUR 38.5 million;
  • Local Development (LD) with a budget of EUR 33.9 million, including Swiss co-financing;
  • Skills for Tourism, Agriculture and Forestry (STAF) with a budget of EUR 25 million, including Swiss and EU co-financing;
  • Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of EUR 11.5 million.

 

Both governments also agreed to seek strong linkages between the four programmes to optimise synergy and impact.

 

 

2. OBJECTIVE

 

The Nutrition Adviser (NA) leads the execution of the Nutrition Promotion (NP) component of the Local Development Programme to strengthen the capacity of provincial and district agencies as well as health service providers at the community level.

 

 

3. MAIN RESPONSIBILITIES

 

  • Provide expert guidance on Nutrition Promotion (NP) activities.
  • Ensure the quality of delivery of NP activities via provision of technical oversight.
  • Support the design and revision of NP work plans and via direct implementation, in close collaboration with the International Provincial Advisers and relevant staff in each province.
  • Support all monitoring, evaluation and reporting of NP activities.
  • Coordinate and collaborate with relevant staff of the Health and Nutrition Programme (LAO/035) to ensure the activities of both programmes are implemented in a concerted manner, with a view to developing synergies and where possible, a multiplier effect.
  • Ensure NP activities of the Local Development Programme are coordinated with other local and international actors in the nutrition sector.
  • Represent the Local Development Programme at policy dialogue platforms.

4. SKILLS and qualifications REQUIRED FOR THE JOB

 

  • Master’s or Postgraduate degree in Public Health Nutrition or relevant fields.
  • Minimum of 10 years of relevant work experience including five years in the nutrition sector.
  • Good communication and interpersonal skills, attention to detail and organisational skills.
  • Experience working in cooperation with and support of government agencies.
  • Experience working for international organisations or NGOs.
  • Good computer skills.

 

 

5. CONDITIONS:

 

  • Location: Vientiane Capital with frequent travels to target provinces (Vientiane Province, Bolikhamxay, Khammouane, Bokeo), districts and villages.
  • Nature of the position: fixed-term contract, full time;
  • Duration: 24 months (renewable);
  • Expected starting date: 01/02/2025 or asap;
  • Salary will be calculated based on the experience and qualifications of the successful candidate.
