1. Background information
The Government of Luxembourg, acting through the Luxembourg Development Cooperation Agency (LuxDev), launched in April 2024 a five-year, multi-component project in support of the Kryvyi Rih Raion (“the Raion”) in Ukraine. The Overall Objective (impact) of the action is to support the recovery of Kryvyi Rih Raion that benefits the general population and key groups at risk.
Since the expansion of project activities in 2026 across the Kryvyi Rih Rayon, the field team has operated in an increasingly unpredictable conflict-affected environment requiring advanced threat monitoring and risk planning. The scope of operations necessitates regular multi-regional missions, including transit to Kyiv, which demands a formal and structured approach to personnel protection. To safeguard the team, manage critical safety procurement, perform location assessments, and execute immediate medical and evacuation responses under pressure, the project requires a dedicated professional with a specialized security background. Safe vehicle operation will ensure these vital safety protocols are seamlessly maintained in transit of project staff to project sites.
2. Objectives of the assignment
The Security Officer / Driver will establish comprehensive safety mitigation frameworks, manage security risks, and guarantee tactical emergency preparedness for the field team, while securing the transportation of key personnel. All objectives shall be pursued in full alignment with the security risk management frameworks and procedures established by LuxDev and Alinea (Proman) for operations in Ukraine.
3. Description of tasks
The Security Officer / Driver is responsible for overseeing safety protocols, emergency response readiness, specialized safety assets, and safe field transit. The tasks include, but are not limited to:
Security Risk Management & Threat Assessment (Primary Focus):
- Systematically analyze the security context in Ukraine and conduct field location threat assessments prior to team deployments.
- Perform real-time personnel headcounts paired with dynamic crisis alerts during field missions.
- Identify operational vulnerabilities and implement direct mitigation measures across local project operations.
- Align all security risk management activities and protocols with the respective procedures put in place by Alinea for its operations in Ukraine.
Crisis Preparedness, Emergency Response & Tactical First Aid:
- Maintain absolute team readiness for emergency protocols and execute evacuation plans when required.
- Provide expert tactical first aid and emergency medical responses under high-pressure field conditions.
- Rapidly activate evacuation procedures and emergency medical workflows in close coordination with the Deputy Team Leader (DTL) and the Alinea Security Manager in Ukraine.
Safety Assets & Training Management:
- Manage the specialized procurement and operational maintenance of life-saving equipment, including Individual First Aid Kits (IFAKs), survival gear, and emergency response assets.
- Deliver regular security briefings and practical safety trainings to the project team to enhance overall security awareness.
- Ensure total compliance with safety standards and maintain fully stocked, operational emergency equipment across all project activities.
Secure Field Transit & Vehicle Management:
- Provide secure, punctual, and safe transportation for LuxDev personnel across multi-regional missions, including transit to Kyiv and within the Kryvyi Rih Rayon.
- Ensure comprehensive baseline vehicle readiness, routine technical checks, logbook management, and proper documentation.
- Manage full compliance with military checkpoints, local regulations, and curfews during all operational transit.
4. Management and reporting
On a day-to-day basis, the Security Officer / Driver shall report to the Deputy Team Leader (DTL) as the direct hierarchical superior. In practical and operational security terms, the Security Officer / Driver will work in close coordination with the Alinea Security Manager in Ukraine.
5. Description and duration of mission
Work shall be conducted primarily in Ukraine, based in Kryvyi Rih Raion with frequent multi-regional travel (including missions to Kyiv and other project locations).
Total duration of 12 months (up to 220 billable days per year) with a possibility of prolongation.
NB: This post is for a national expert and involves no expatriation or relocation packages.
6. Profile of the expert
It is expected that the expert for this assignment will have the following profile:
Formal Qualifications
- Specialized professional certification or relevant training in security management, tactical medicine/first aid, military or law enforcement background, or equivalent practical experience.
- Valid Driver’s License (Category B minimum, clean driving record).
Professional Experience
Requested:
- Demonstrable experience in security risk assessment, personal protection in high-risk or conflict environments;
- Proven track record in emergency response, evacuation execution, and tactical trauma first aid delivery;
- Over 10 years of driving experience.
Advantage:
- Previous experience working with international entities, NGOs, bilateral/multilateral agencies, or international development projects in Ukraine;
- Prior experience coordinating security operations with military/civilian authorities and donor security managers.
Technical Skills
Requested:
- Language skills: Ukrainian at level C2 (fluent); English at working level (preferred);
- Expertise in tactical first aid (IFAK application, bleeding control, casualty stabilization under pressure);
- Proficiency in risk evaluation, route planning, and real-time incident reporting.
Behavioural and Interpersonal Competencies
- High level of autonomy, composure, and dynamic problem-solving ability under intense pressure;
- Exceptional observational skills, punctuality, strict adherence to security rules and protocols;
- Strong communication, listening, and briefing skills;
