Monitoring and Evaluation Adviser (Lao national)

1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Local Development Programme with a budget of approximately 41.6 MEUR (with Swiss co-financing).

 

 

2. OBJECTIVE

 

The M&E Adviser leads monitoring and evaluation initiatives related to planning, reporting and effective adaptive management of the Local Development Programme (LDP). This role includes managing M&E frameworks to track performance and impact, periodical planning and reporting. The M&E Adviser facilitates knowledge management and experience sharing among stakeholders.

 

 

3. MAIN RESPONSIBILITIES

 

  • Lead the implementation of the M&E framework for the LDP.
  • Update indicators, data collection tools, and protocols to track programme performance and impact.
  • Coordinate data collection, validation, and analysis activities to ensure quality and accuracy.
  • Support in developing annual and periodic work plans.
  • Prepare regular progress reports, synthesising M&E findings.
  • Advise on adaptive management by translating M&E data into actionable recommendations for programme improvement.
  • Manage M&E data sets, ensuring secure storage and systematic use of monitoring data.
  • Facilitate knowledge management activities.
  • Produce knowledge products, case studies, and best practice documentation.
  • Develop and maintain a stakeholder engagement plan for knowledge sharing and collaborative learning.
  • Provide technical assistance, training, and coaching on M&E concepts and tools.
  • Ensure compliance with donor and programme-specific M&E requirements and standards.
  • Monitor risks and assumptions and alert management to emerging issues.
  • Champion continuous improvement of M&E systems in alignment with international best practices.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Master’s degree in monitoring and evaluation, and/or statistics, or any related academic field.
  • Minimum of 10 years’ relevant work experience in a position responsible for monitoring and evaluation in the development sector.
  • Experience working in close cooperation with government agencies.
  • Experience working for international organisations or NGOs is an asset.

 

 

5. CONDITIONS

 

  • Location: Vientiane Capital, with frequent travel provinces.
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 01/02/2026 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
