1. BACKGROUND
Under the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V), the Lao and Luxembourg governments have maintained and deepened collaboration nationally – but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane – through four sectoral programmes (to be implemented from 2023 to 2027) with a total budget of approximately 116.5 MEUR:
- Skills for Tourism, Agriculture and Forestry (STAF) with a budget of approximately 25 MEUR (including Swiss and European Union co-financing);
- Health and Nutrition (H&N) with a budget of approximately 46 MEUR;
- Local Development (LD) with a budget of approximately 34 MEUR (including Swiss co-financing);
- Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of approximately 11.5 MEUR.
Both governments also agreed to seek strong linkages between the four programmes to optimize synergy and impact. To amplify coherence, there will be shared pools, including an operational pool, covering support functions related to human resources, administration and logistics, finance, procurement, and IT aspects for all the programmes/projects in the ICP V.
2. OBJECTIVE
The Junior Infrastructure Officer provides technical support to the Infrastructure Development Adviser (IDA)and counterparts to assist in the implementation of infrastructure development activities. Working primarily with district authorities and village stakeholders, the JIO supports the design, execution, quality assurance, and monitoring of infrastructure projects, while also contributing to local capacity development efforts. The JIO plays a hands-on role in field-level coordination and technical follow-up, ensuring that infrastructure works align with agreed standards and contractual commitments.
3. MAIN RESPONSIBILITIES
- Assist in coordinating and monitoring infrastructure development activities at the district and village levels.
- Work closely with counterparts to provide technical support during the planning, design, and implementation of infrastructure projects.
- Support the preparation and collection of project documentation, including site surveys, technical drawings, bills of quantities, tender dossiers and progress reports.
- Conduct regular site visits to monitor construction activities, verify progress, and report any technical issues to the superviser (IDA).
- Assist in ensuring that construction works comply with quality, safety, environmental, and contractual standards.
- Help facilitate the participation of communities and local government counterparts in the planning and oversight of infrastructure activities.
- Support the integration of cross-cutting themes such as climate resilience, gender equity, and social inclusion at the local level.
- Coordinate with counterparts and village development committees to ensure local ownership and sustainability of infrastructure interventions.
- Participate in field-based training, coaching, and technical backstopping sessions led by the IDA.
- Maintain effective communication and reporting channels with the IDA and district-level partners.
- Assist in organising and supporting meetings, workshops, and site inspections related to infrastructure development.
- Perform other infrastructure-related duties as requested by the IDA, International Provincial Adviser (IPAs) or Senior Sectoral Adviser (SSA).

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB
- Bachelor’s degree in civil engineering or related field (mandatory)
- At least three (3) years of relevant professional experience in supporting the implementation of infrastructure development projects (mandatory)
- Knowledge of Computer-Aided Design (CAD) (mandatory)
- Beginners English language level skills (mandatory)
- Knowledge of GIS (desirable);
- Ability to conduct surveys (GPS/GNSS) and construction supervision (desirable)
- Knowledge of standard requirements for rural infrastructure construction in schools, water GFS, feeder roads, etc (desirable)
5. CONDITIONS:
- Location: (four positions) LuxDev Provincial Support Office (PSO):
- Houayxay (Bokeo),
- Paksan (Bolikhamxay),
- Thakhek (Khammouane),
- Viengkham (Vientiane Province)
- Nature of the position: fixed-term contract, full time;
- Duration: 24 months (renewable);
- Expected starting date: 01/08/2025 or asap;
- Salary will be calculated based on the experience and qualifications of the successful candidate.
