1. BACKGROUND

The overall objective of the project titled “CONECTA” is to “contribute to the well-being of all Costa Ricans in an accessible and equitable manner and through digital means, to support an inclusive, competitive and sustainable development thanks to digital transformation, innovation and strategic management of data”.

The project is structured around three complementary results:

  • R.1: public institutions, private sector, and citizens benefit from improved competencies to manage, analyse, and strategically use data and public information, strengthening public decision-making e-governance, and contributes to reducing the digital and development gaps;
  • R.2: mechanisms, norms and interoperability services implemented and strengthened to facilitate secured and efficient exchange of information between public institutions through a national model;
  • R.3: inclusive and efficient digital public services, resulting from a higher institutional capacity to conceive and offer human-centred digital solutions.

The CTA is a specialist in international development with experience in managing development cooperation projects and responsible for facilitating and coordinating his/her team's work, leading the technical assistance and partner network, as well as supporting the mobilization of all stakeholders to achieve the project's objectives.

 

2. OBJECTIVES

The CTA represents LuxDev in the project implementation structure.

The CTA will promote LuxDev’s values in the field. He/she carries LuxDev’s main mission, namely capacity building. He participates in the implementation of the Agency’s vision.

In this view he/she ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.

The CTA is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg Government’s contribution to this project.

 

3. MAIN RESPONSIBILITIES AND TASKS

Implementation of the activities:

  • Ensure project launch;
  • Prepare, follow up and conclude operational partnership agreements (OPA);
  • Plan tasks and activities;
    • Design and update annual operational plans and the multi-annual action plan
    • Present the action plan to the steering committee for validation
    • Prepare and update the planning of tasks and activities assigned to the counterparts/partners, taking their priorities into account, on an annual and multi-annual basis, and have them validated by the ROF (country office).
    • Organise consultations with donors and other technical and financial partners to ensure coordination and synergies, organise progress monitoring meetings.
  • Implement specific technical activities.

 

Administrative management of the project:

  • Office management;
  • Human resources (job descriptions for staff recruitment, annual appraisal of local staff…);
  • Procurement (draft tenders according to LuxDev procedures, manage contracts…);
  • Audit follow up.

 

Financial management of the project:

  • Draft the budget and financial planning;
  • Expenditure follow-up.

 

Monitoring and reporting results

  • Update and follow-up the Objectively Verifiable Indicators (OVI);
  • Use data from monitoring activities to inform decision-making and improve project strategies.

 

Managing information

  • Manage reporting;
  • Manage knowledge and capitalisation;
  • Manage communication.

 

Representing LuxDev within the parameters defined in the agreements between LuxDev, the partner institutions and the Embassy, as well as any relevant clause in the TFD and work in close collaboration with other development agencies.

 

Capacity development at individual, organisational and institutional levels.

 

4. PROFILE

  • Master’s degree in information and communication technologies (ICT), digital transformation or computer sciences, public administration, governance or political science (with strong ICT/digital policy focus), management with specialization in digitalization or e-governance and international development or a related field (mandatory);
  • At least 5 years of experience in managing diverse teams and fostering partnerships with government institutions, private sector, civil society, and international organizations (mandatory);
  • At least 10 years of professional experience in international development projects and at least 5 years in leadership roles (mandatory), with a proven experience in digital transformation initiatives in the public sector;
  • Fluency in Spanish and proficiency in spoken and written English and/or French (mandatory).
  • Proven expertise in system transformation, inclusive digital services and human-centred design approaches, policy dialogue, and multi-stakeholder engagement (strongly recommended);
  • Proficiency in project management, financial analysis and monitoring and evaluation (strongly recommended);
  • At least 5 years of experience in project management in Costa Rica or Latin America (desirable).
