1. Background
The overall objective of the project CRI/001 titled “Migration, social cohesion, economic integration and governance” – CONVIVE is to “contribute to the improvement of the quality of life and socio-economic integration of migrants, refugees and asylum seekers into Costa Rican society”.
The project is structured around four complementary results:
- R.1. The legal and administrative process for the integration and regularization of migrants, refugees and asylum seekers has been improved at the central and local institutional levels;
- R.2. The economic integration of migrants, refugees and asylum seekers has been strengthened to enhance their inclusion in the National Employment System (employability and entrepreneurship);
- R.3. Social inclusion and respect for the human rights of migrants, refugees, and asylum seekers have been improved;
- R.4. Governance management and administrative services for assistance programs targeting migrants, refugees, and asylum seekers have been enhanced.
The CTA is a specialist in international development with experience in migration and human rights. He/she is responsible for facilitating and coordinating the team's work, leading the technical assistance and partner network, and supporting the mobilization of all stakeholders to achieve the project's objectives.
2. OBJECTIVES
The CTA represents LuxDev in the implementation structure of the project.
The CTA will promote LuxDev’s values in the field. He/she passes LuxDev’s main mission, namely capacity building. He participates in the implementation of the Agency’s vision.
In this view he/she ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.
The CTA receives delegation of signature authority on the project bank account opened in the implementation country. The CTA is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg Government’s contribution to this project.
3. MAIN RESPONSIBILITIES AND TASKS
Implementation of the activities:
- Ensure project launch;
- Prepare, follow up and conclude operational partnership agreements (OPA);
- Plan the tasks and activities;

- design and update annual operational plans and the multi-annual action plan,
- present the action plan to the steering committee for validation,
- Prepare and update the planning of tasks and activities assigned to the counterparts/partners, taking their priorities into account, on an annual and multi-annual basis, and have it validated by the ROF.

- Organise consultations with donors and other technical and financial partners to ensure coordination and synergies, organise progress monitoring meetings.
- Implement specific technical activities.
Administrative management of the project :
- Office (equipment, vehicles, rent…);
- Human resources (job descriptions for staff recruitment, annual appraisal of local staff…);
- Project Procurement (draft tenders according to LuxDev procedures, manage contracts…)
- Audit follow up.
Financial management of the project:
- Draft the budget and financial planning;
- Expenditure follow-up.
Monitoring and reporting results
- Update and follow-up the Objectively Verifiable Indicators (OVI);
- Use data from monitoring activities to inform decision-making and improve project strategies.
Managing information
- Manage reporting;
- Manage knowledge and capitalisation;
- Manage communication.
Representing LuxDev within the parameters defined in the agreements between LuxDev, the partner and the Embassy, as well as any relevant clause in the TFD and work in close collaboration with other execution agencies.
Developing capacity at individual, organisational and institutional levels.
4. PROFILE
- Master’s degree in economics, political science, international development, law, social sciences, or a related field (mandatory);
- At least 5 years of professional experience in migration, human rights, social cohesion, governance, or related fields (mandatory);
- Understanding of vocational training and professional integration dynamics, particularly in contexts of migration and social inclusion (mandatory);
- At least 5 years of experience in project management in Costa Rica or Latin America (mandatory);
- Proven expertise in system transformation, policy dialogue, and multi-stakeholder engagement (strongly recommended);
- At least 5 years of experience managing diverse teams and fostering partnerships with government institutions, civil society, and international organizations (mandatory);
- Proficiency in Spanish and excellent spoken and written English and/or French skills (mandatory).
