Infrastructure Development Adviser (Lao national) - Khammouane Province

1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Local Development Programme with a budget over 41 MEUR (with Swiss co-financing).

 

 

2. OBJECTIVE

 

The Infrastructure Development Adviser is responsible for supporting and coaching counterpart staff from government agencies to execute infrastructure development activities including the planning, execution, and monitoring infrastructure projects funded by the Local Development Programme.

 

 

3. MAIN RESPONSIBILITIES

 

  • Provide technical guidance and coaching to government counterparts at provincial and district levels for infrastructure project planning, implementation, and monitoring.
  • Strengthen institutional capacity at provincial, district, and village levels through mentoring, on-the-job training, and facilitation of participatory processes.
  • Supervise the Junior Infrastructure Officer in capacity building and quality control support.
  • Support the design and appraisal of infrastructure projects.
  • Ensure infrastructure activities are aligned with the programme objectives and budget.
  • Support Village Development Advisers with design, planning, implementation and monitoring of small infrastructure built with funding from Village Development Funds (VDF).
  • Oversee the preparation and review of project documentation, including feasibility studies and surveys, technical drawings, cost estimates, and procurement plans.
  • Monitor the implementation of infrastructure works for compliance with quality, safety, environmental, and contractual standards.
  • Integration of climate resilience, gender sensitivity, and social inclusion into infrastructure initiatives.
  • Contribute to progress reports, technical assessments, and other documentation.
  • Resolve implementation challenges through field visits, problem-solving, and coordination.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Master’s degree in Civil Engineering.
  • Minimum of 10 years of relevant professional experience in implementing infrastructure development interventions, including the tendering process of social infrastructure projects.

 

 

5. CONDITIONS

 

  • Location: Thakhek (Khammouane Province), with frequent travel to target districts.
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 01/02/2026 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
