Human Resources Officer (HRO)

ROF Pristina. It requires traveling from time to time in the different regions.

This position is a full-time position for a period of 12 months.

Hierarchically reports to the Head of Administration and Finance (HAF).

Works on a regular basis with the Administrative and Financial Controller (AFC) and the Regional Representative (RR).

  1. Job purpose

The Human Resources Officer is responsible for supporting the Country office and LuxDev Projects/Programs in the management of their human resources. The HRO is in charge of implementing HR policies and ensuring their consistent and proper application, while adhering to all HR procedures defined and issued by HQ.

  • Assist with the implementation of HR policies and procedures:
  • Implement internal HR policies and systems;
  • Ensure compliance with internal LuxDev policies and procedures;
  • Implement and adhere to safety/security of all HR-related data;
  • Assist HQ and AFC for ex-post controls;
  • Provide counselling on policies and procedures;
  • Assist the establishment of remuneration policies defined by the LuxDev Regional Office (ROF); and align its application across all projects;
  • Conduct workforce planning to align HR resources with actual needs;
  • Develop and implement employee development programs, including leadership training, skills enhancement, and career progression opportunities;
  • Identify and address training needs through performance reviews, staff surveys, and feedback mechanisms, ensuring that training and development activities are aligned with Kosovo country office goals;
  • Collaborate with external training providers to bring specialized training programs to the organization, such as compliance training, leadership programs, or language courses.
  • Oversee identification of HR tools and resources (training, mentoring and coaching) and support in the identification of HR networks;
  • Ensure compliance with relevant labour law and other Kosovo regulations and follow their evolutions
  • Assist in the recruitment process while complying with the recruitment standards issued by headquarters as outlined in the MQ procedures and the Human IT recruitment manual
  • Assist with developing and implementing talent management strategies to ensure the attraction, retention, and development of high-quality talent across all projects and ROF;
  • Implement guidelines for recruitment of staff and experts, long and short-term, by preparing job descriptions, coordinating drafting of vacancy notices , posting ads, organising interviews;
  • Participates as panel member and Secretary in the recruitment boards;
  • Plan, prepare and implement end-to-end selection and recruitment processes;
  • Assures that the recruitment files are timely updated and information is stored in manner that allows statistical overview and analysis;

 

  • Ensure the administration and development of HR:
  • Organise, in collaboration with CAF and RAF, the onboarding for new staff;
  • Brief new staff (national and international) on HR policies and procedures;
  • Advise and assist staff members concerning human resources policies and procedures;
  • Provide advice, guidance and support to staff on personnel administration related matters;
  • Ensure that the data in the HR management tool (Human IT) are accurate and up-to-date;
  • Ensure an accurate and proper record-keeping / filing of employee information;
  • Meticulous implementation of payroll and benefits administration for staff and experts;
  • Management and follow up of leave in Protime;
  • Assist in performance management processes;
  • Keep organisational charts up-to-date;
  • Administer insurance portfolio for international and national staff;
  • Assist international technical assistance by carrying out administrative formalities related to their assignment.
  • Draft technical specifications/terms of reference for procurement activities in his/her area of expertise, participating in the evaluation of tenders as required;
  • Contribute to the development of HR strategies that align with organizational goals, ensuring that HR initiatives support the overall mission and vision of LuxDev;
  • Identify and report on lessons learned and best practices within the respective area of responsibility;
  • Contribute and ensure timely reporting on activities within the respective area of responsibility;
  • Prepare and present HR reports to the Resident representative highlighting key HR metrics, trends, and areas for improvement (e.g., turnover rates, training completion, recruitment success, etc.);
  • Provide data-driven insights and recommendations on HR performance to inform strategic decisions.

 

  • Carry out any other task requested by the RR in accordance with her/his function and area of competency.

 

Education and/or Experience

  • Bachelor’s degree in Human Resources, Social Sciences, Law, Business Administration;
  • Minimum of 10 years of relevant experience in Human Resources;
  • Previous experience in similar position in the Development Cooperation area in various contexts (bilateral aid, international organisations, NGOs);
  • Proficient computer skills, including Microsoft Office (Word, PowerPoint, Excel, OneDrive, Teams);
  • Strong analytical and communication skills;
  • Cultural awareness and sensitivity in diverse work environments;
  • Proven teamwork and collaboration skills;
  • Proficiency in English (oral and written, C1 level);
  • Proficiency in Albanian (oral and written, C1 level).
