1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Health a Nutrition Programme with a budget of approximately 46 MEUR. The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme.

 

 

2. OBJECTIVES

 

The Hospital Operations and Maintenance Adviser focuses on hospital infrastructure and utility systems, including civil works and Mechanical, Electrical and Plumbing systems, and supports the integration of medical equipment requirements into facility-level Operations and Maintenance Plans under the supervision of the Construction Works Supervisor and in close coordination with the Health Technology Adviser.

 

 

3. MAIN RESPONSIBILITIES 

 

 

3.1 Civil Works & MEP Systems

    • Design Review and Maintainability
        • Review architectural, structural, and MEP designs to ensure adequate access for operation and maintenance, safe working conditions, and compliance with applicable standards.
        • Ensure integration of lifecycle costing, energy efficiency, and maintainability principles into design solutions.

 

    • Construction Phase Support and Handover
        • Conduct joint site visits with the Construction Works Supervisor to verify compliance of construction works with approved drawings and specifications, with specific attention to operability, safety, and future maintenance.
        • Ensure complete and validated handover documentation, including as-built drawings, system manuals, testing and commissioning reports, warranties, and quality certificates.

 

3.2 Facilities and Utilities: O&M Systems Development

    • Support hospitals in developing facility-level O&M Plans, O&M Manuals, and preventive maintenance schedules for buildings, utilities, and MEP systems.
    • Assist in establishing and maintaining a comprehensive asset register for civil works and MEP installations.

 

3.3 Medical Equipment O&M Integration

    • Support the integration of medical equipment requirements into facility O&M Plans, including infrastructure interfaces (power, medical gases, Heating, Ventilation and Air Conditioning (HVAC), water, IT) and basic maintenance workflows.
    • Focus on facility-level infrastructure interfaces, environmental conditions, and integration into hospital O&M systems.

 

3.4 Capacity Development and Risk Management

  • Assess training needs of hospital maintenance and technical staff and support the organization of O&M training programmes for both facility systems and medical equipment.
  • Identify operational and safety risks related to infrastructure, utilities, and equipment, and propose mitigation measures in coordination with relevant stakeholders

 

 

 4. PROFILE

 

  • Advanced degree in Architecture, Civil Engineering, Healthcare Facility Planning, or a related field.
  • Training in hospital O&M will be an asset.
  • Demonstrated experience as an adviser with healthcare facilities.
  • Excellent English language skills.
  • Lao or Thai language skills is an advantage.
  • Previous experience in working with international organizations in developing countries is an advantage.
