1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Health a Nutrition Programme with a budget of approximately 46 MEUR. The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme.

 

2. OBJECTIVES

 

The Health Technology Officer provides technical, operational and administrative support to the Health Technology Adviser (HTA) in implementing activities related to health technology management (HTM), healthcare waste management (HCWM) and medical equipment procurement.

The position aims to ensure effective coordination, data collection, documentation, and follow-up of HTM activities at central and provincial levels. The Health Technology Officer facilitates the smooth implementation of interventions, strengthen collaboration with local stakeholders, and contribute to the sustainability of hospital-based HTM and HCWM practices.The role focuses on implementation assistance, coordination, and progress monitoring.

 

3. MAIN RESPONSIBILITIES 

 

  • Technical and implementation assistance: planning and logistical organization of HTM and HCWM activities; collection, consolidation, and validation of data on medical equipment inventories, functionality and maintenance status; implementation and monitoring standard operating procedures (SOPs) for equipment management; preparation of training materials and manuals for capacity-building of hospital staff; field monitoring visits and documentation of findings.
  • Procurement and contract assistance: preparation of procurement documentation (formatting, consolidation of inputs, assembling documents); update records on delivery schedules, progress and status of contract execution; liaise with suppliers, contractors, and hospital staff; verification of equipment installation, documentation, and compliance with contractual terms.
  • Reporting and planning assistance: collect, compile, and organise data from provincial hospitals; prepare draft inputs, tables, charts, and narrative summaries for reports; Monitor completion of tasks and provide updates.

  • Coordination and administration HTM / HCWM activities: liaise with hospital staff and stakeholders; make logistical arrangements and participant coordination for meetings and workshops; maintain records of activities, documents, and correspondence.

 4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Bachelor’s degree in Biomedical engineering, Electrical/Electronic engineering, Mechanical engineering, Computer Engineering, or another relevant technical discipline.
  • Additional training/certification in medical equipment management, maintenance, or procurement, is considered an asset.
  • Minimum 5 years of relevant professional experience in medical equipment management, hospital engineering, or health technology-related projects.
  • Demonstrated experience in equipment data management, maintenance coordination, procurement assistance, or healthcare infrastructure projects is an advantage.
  • Previous experience collaborating with central or provincial hospitals, public health institutions, or international organisations will be an advantage.

 

5. CONDITIONS

 

  • Location: Vientiane Capital
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 01/02/2026 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
