1. Background

The Government of Luxembourg, acting through the Luxembourg Development Agency (LuxDev) is launching a five-year, multi-component, project in support of the Kryvyi Rih Raion (“the Raion”) in Ukraine. The Overall Objective (impact) of the action is to support recovery of Kryvyi Rih Raion that benefits the general population and key groups at risk. The key directions are in education, TVET, demining and the provision of finance for micro, small, and medium enterprises (MSME) and governance.

The project is jointly implemented by LuxDev and PROMAN. While PROMAN leads activities in the sector of education, TVET, demining and energy response, LuxDev is responsible for:

  • Result 1.1 – Support to MSMEs (SO1)
  • Result 3.1 – Governance support (SO3)
  • Result 4.2 – Energy resilience (SO4)

A team of long-term experts has been set up in Kryvyi Rih (KR). This includes an MSME expert for Result 1.1 (and partly Result 3), who is supposed to work in close collaboration with the Ukraine Business Development Fund (BDF), which is implementing a micro enterprise grant scheme, as well as a SME grant/loan scheme on the behalf of LuxDev in KRR. They support the Raion and the City of Kyiv Rih in developing or initiating projects that contribute to the further development of the Raion in the context of reconstruction and future post-war development.

LuxDev is recruiting a full-time Governance, MSME and Energy Coordinator (GME Coordinator) based in Kryvyi Rih to ensure continuous operational oversight in Kryvyi Rih.

2. OBJECTIVES

The main objectives of the assignment are:

  • To coordinate and oversee the implementation of LuxDev-supported activities under R1.1, R3.1, and R4.2.
  • To manage expertise that might be required and ensure coherence and efficiency with the project experts.
  • to ensure synergies between the different results of the UKR/002 projects are maximised, for example, by identifying projects that serve education and TVET though the construction or development of new or upgraded facilities ;
  • To provide strategic guidance to local authorities on linking development strategies to project pipelines.
  • To contribute to project visibility, reporting, and resource planning in cooperation with the Deputy Team Leader (DTL).

 

3. MAIN RESPONSIBILITIES

  • installing a proper coordination of the activities of LuxDev personnel in KR,
  • overall oversight and management of the experts engaged in the support of the Ukrainian partners in Kryvyi Rih. The coordinator may rely on the support of an administrative and financial assistant, depending on the need of the project;
  • identification of areas or functions where short-term and /or additional long-term expertise may need to be mobilised and preparation of ToRs for said expertise, working with the DTL.
  • Providing technical inputs in the production of deliverables, where this appropriate.
  • contribution to all reports of the project and to materials for the Steering Committee
  • contribution to articles on the project for internal use, as well providing information that can be turned by the project into materials suitable for the media or the general public.
  • represent the DTL in KR in his absence
  • assisting the DTL and LuxDev in the development of resource forecasts, including manpower budgets and participation in the management of the resource budget.
  • working with the M&E officer in Kyiv to constantly review and refine the indicators, make sure any baseline is measured and facilitate/supervise the collection of the data required, as well as helping the M&E officer to analyse the data and prepare recommendations
  • identification of international best practice in all areas covered by R 1.1, R3.1 and R4.2 that could be adapted to and applied in Ukraine;
  • identification of successful projects in these fields in Ukraine, as the basis for cross-fertilisation or potential collaboration.

For all tasks, the expert shall report to the DTL and to other nominated representatives of LuxDev. She/he will also be expected to maintain close relations with the Raion and City officials responsible for work locally. The GMEC will also work in close collaboration with the sector specialist in TVET and Education employed by PROMAN for SO1 and SO2, as well as their team leader.

 

4. PROFILE

  • Experience in the management of a team of experts
  • extensive project management cycle skills.
  • in depth knowledge of the management of projects at hromada and other local levels.
  • work on local development strategies.
  • International experience in the development aid or humanitarian action sector is a plus
  • development project management or prior experience of working with donors and international financial institutions a plus.
  • deep understanding of the legal and administrative environment of Ukraine at decentralised level, but also an appreciation of the key national frameworks within which the local development must fit.

 

The duty station is in Kryvyi Rih city at the project office.

Work shall be conducted primarily in Ukraine, with the vast majority in Kryvyi Rih Raion and City. However, travel to other regions of Ukraine will also be required, especially to Kyiv for meetings with national agencies and potentially to the EU for study tours or facility visits.

Work will be subject to timetables that shall be agreed with the DTL on a quarterly basis. These will show the indicative place of performance.

Work will be full time: for this purpose, full time shall be a maximum of 22 days per calendar month over 2 years, with ten calendar months' work per year. The total maximum day allocation is therefore 440 days for the duration of the assignment. This initial 2 years assignment could be extended.
