1. BACKGROUND

On July 21, 2022, the Governments of Kosovo and Luxembourg signed a Memorandum of Understanding (MoU) to extend Luxembourg's bilateral support to Kosovo from 2023 to 2025. This commitment, amounting to 35 million EUR, underscores the significance of the partnership between the two. However, it's worth noting that Luxembourg aims to diversify its relationship with Kosovo, transitioning from a solely development-focused cooperation to a multifaceted approach encompassing trade and other bilateral ties.

In October 2023, Luxembourg and Kosovo signed interinstitutional agreements with regards to the new projects that will be implemented by LuxDev. LuxDev Kosovo Office supports projects and programme implementation through a Shared Service Unit (SSU), which is the shared services mechanism whose role is to take charge of the financial, procurement, human resources, IT and logistical processes, related to implementing projects for which LuxDev has been mandated, as well as to ensure proper communication and inclusiveness across all LuxDev projects and the ROF.  It is a mechanism that produces efficiency and effectiveness gains and is integrated into the LuxDev Country office structure.

The SSU consists of two sub-units:

  • the Administration and Financial sub-unit
  • the Programme Support sub-unit

The Gender Expert will be part of the Programme Support sub-unit, that will be managed by a Programme Support Unit Manager.

 

2. JOB PURPOSE

Under the supervision of the Programme Support Unit Manager, the Gender Expert is responsivble for ensuring the completion of all relevant tasks related to the gender mainstreaming in all the projects.

 

3. DUTIES AND MAIN TASKS

Duty n°1 – Integration of Gender Equality in all LuxDev Projects

Duty n°2 – Promote Gender Equality at workplace

 

4. EDUCATION AND EXPERIENCE

  • Master degree in Gender Studies, Social Sciences, International Development, Public Policy, or a related field, and/or bachelor degree with additional 2 years of relevant experience.
  • Minimum of 5 years of relevant experience with master degree, or 7 years of related experience with bachelor degree. 
  • Demonstrated experience in gender mainstreaming in development cooperation projects
  • Demonstrated expertise in conducting gender analysis and assessments to identify gender-specific needs, disparities, and opportunities in various contexts.
  • Experience in developing and delivering gender equality training programs for diverse audiences.
  • Proficiency in collecting, analysing, and interpreting gender-disaggregated data.
  • Proficiency in report drafting.
  • Knowledge and experience in addressing gender-based violence issues.
  • Ability to collaborate with various stakeholders, including government agencies, civil society organisations, and donors.
  • Strong analytical and communication skills.
  • Cultural awareness and sensitivity.
  • Teamwork and collaboration skills.
  • Proficiency in one of local languages (Albanian or Serbian), proficiency in English Language.
