1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Local Development Programme with a budget over 41 MEUR (with Swiss co-financing).

 

 

2. OBJECTIVE

 

The Gender Adviser leads and coordinates gender integration within the Lao Development Programme (LDP), ensuring gender equality is embedded across all intervention areas. The role conducts targeted gender analyses to inform the programme’s gender mainstreaming strategy and action plan, aligning gender considerations with LDP priorities and community needs.

 

In close collaboration with government counterparts, the position provides ongoing technical guidance to support effective gender integration in LDP activities and, to a lesser extent, across the three other ICP programmes implemented by LuxDev.This position also serves as the communication focal point for the programme.

 

 

3. MAIN RESPONSIBILITIES

 

  • Conduct / update gender analyses to identify gender issues, needs, and opportunities within LDP.
  • Develop and implement the LDP gender mainstreaming strategy and action plan.
  • Provide technical guidance and support to partners on integrating gender into activities, including training materials and tools.
  • Design and deliver gender training and sensitisation workshops for partners and communities.
  • Develop and disseminate gender-related resources such as best practices, guidelines, and case studies.
  • Support gender aspects of the LDP’s monitoring and evaluation framework, including indicator design, data collection, analysis, and reporting.
  • Coordinate with the Gender and Human Rights Expert in Headquarters.
  • Engage in networking, share lessons learned, liaise with Development Partners, and participate in relevant working groups.
  • Contribute to information management, reporting, and capitalisation within the programme.
  • Serve as Communication Focal Point for the LDP, preparing short articles and news posts.
  • Support gender‑related planning and implementation under the other three ICP‑V sectoral programmes.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Master’s or Postgraduate degree in gender, social sciences or a related field.
  • At least ten (10) years of relevant experience in a role related to gender equality, diversity, and inclusion.
  • Strong understanding of the gender context in Lao PDR and proven experience applying gender approaches in the Lao setting.
  • Experience developing gender policies, tools, guidelines and design of gender interventions.
  • Demonstrated experience working with government institutions and international or non-governmental organisations on gender in development.
  • Native Lao speaker; proficient in English.

 

 

 

5. CONDITIONS

 

  • Location: Vientiane Capital with frequent travel to target provinces and districts.
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 01/08/2026 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
