1. Background

The Government of Luxembourg, acting through the Luxembourg Development Cooperation Agency (LuxDev) launched in April 2024 a five-year, multi-component project entitled “Krytsia: Support for the Recovery of Kryvyi Rih Raion”. The project aims to bolster the socio-economic resilience and recovery of the Raion and targets the general population - approximately 700,000 residents - including such vulnerable groups IDPs, ex-combatants, and children with special needs. The project’s comprehensive approach addresses multiple facets of recovery, including employment, education, governance, and energy security ensuring broad and sustainable impact.

The project pursues four main objectives. First, it seeks to enhance employment by strengthening Technical and Vocational Education and Training (TVET) and supporting Micro, Small and Medium Enterprises (MSMEs) through updated curricula, improved infrastructure, and targeted financial and technical assistance, complemented by demining awareness and training. Second, it aims to improve education for children aged 3–17 by expanding online and offline learning, upgrading curricula and facilities, promoting STEM education, and ensuring safe and inclusive environments, with tailored support for children with special needs. Third, the project strengthens the skills of raion authorities in recovery management by providing training in planning, project management, and resource allocation, while supporting locally owned recovery initiatives. Fourth, it enhances energy security for critical infrastructure and communities by addressing war-related disruptions, promoting energy resilience, and supporting sustainable local energy solutions. Throughout its implementation, the project emphasizes collaboration with local authorities, international donors, and stakeholders to ensure sustainability and lasting impact. The project is managed by LuxDev and co-implemented with PROMAN.

2.   Objectives

The Financial, Contractual and Procurement Expert (FCPE) will support the part of the team directly managed by LuxDev in project UKR/002 “Support to the Recovery of Kryvyi Rih Raion” in the administrative and financial management of the project and is responsible for overseeing the adherence to administrative, procurement, contractual, financial, and accounting standards, alongside HR policies, in accordance with the Field Operations Manual (FOM) and LuxDev Quality Manual. This role is crucial for ensuring a cohesive and efficient execution of the programme. The FCPE is tasked with setting up internal processes for UKR/002 project, as well as undertaking controls and recommending updates as needed and for liaising with LuxDev HQ staff on any procedural issues or when developing contributions to the budget or financial reports for the overall UKR/002 project. The duty station is in Kryvyi Rih Raion.

3.  Responsibilities

Responsibilities cover 5 main domains: administrative, financial, procurement, HR, data management, and communication, such as:

  • Manage project bank accounts, treasury, and cash flow, including replenishment requests, reconciliations, and financial dashboards ;
  • Prepare, review, and validate budgets, commitments, payment requests, accounting documents, and financial reports ;
  • Oversee expenditure control, invoice verification, audits, and compliance with LuxDev financial procedures ;
  • Lead and monitor procurement processes, from tender preparation and evaluation to contract management and closure ;
  • Ensure development and implementation of procurement plans, guaranteeing compliance with LuxDev rules and bilateral agreements ;
  • Support human resources administration, including recruitment processes and staff guidance on financial/procurement procedures ;
  • Draft, edit, proofread, and translate project documents, reports, and guides in line with LuxDev standards ;
  • Contribute to the development and updating of project procedures manuals, methodologies and operational guides ;
  • Maintain filing, archiving, and data management systems for financial, contractual, and procurement documentation ;
  • Ensure regular communication and reporting with LuxDev HQ, project teams, and external stakeholders (banks, auditors, tax authorities).

4. Profile

  • Ukrainian nationality
  • Bachelor’s degree or higher in accounting, finance, or law (or equivalent practical experience)
  • experience in administrative and data management and controls; procurement and contracting;
  • prior experience of working with international donors and international financial institutions, especially in financial reporting and cashflow management ;
  • fluent in Ukrainian and English (level C2) with excellent writing and communication skills ;
  • good knowledge of Ukrainian legal norms (labour law), tax, and accounting standards applicable to cooperation projects;
  • proficiency in standard office tools and specialised accounting software.
