Finance and Accounting Officer (Lao national) - Bolikhamxay Province

1. BACKGROUND

 

Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 119.5 MEUR, including the Local Development Programme (LDP) with a budget of approximately 37 MEUR (with Swiss co-financing).

 

 

2. OBJECTIVE

 

The Finance and Accounting Officer (FAO) is responsible for all finance and accounting tasks for the implementation of LuxDev activities in Bolikhamxay province. The FAO also supports the government counterparts (Department of Finance) in managing delegated funds as per the Government of Laos financial regulations and LuxDev’s fund delegation procedures.

 

 

3. MAIN RESPONSIBILITIES

 

Financial management and compliance support to LDP counterparts (DOF)

 

  • Support with delegated funds, ensuring compliance with the Government of Laos' financial regulations and the delegation procedures of LuxDev.
  • Support with monitoring of budget plans and inventories.
  • Support with transaction entry and maintenance of hard/soft files.
  • Support with ledgers, bank and cash books, bank reconciliation, advance accounts and financial statement reports.
  • Conduct compliance checks on expenditure reports and conduct field visits to target districts/villages.
  • Provide on the job capacity building and formal training.

 

Financial / accounting support for implementation of LuxDev activities in the province:

 

  • Process payment requests, reimbursements, and financial claims.
  • Provide guidance on financial procedures, documentation, and reporting.
  • Prepare financial statements and reports.
  • Ensure adherence to audit and accounting standards and support with internal/external audit preparation.
  • Maintain financial records, including vouchers, receipts, contracts, etc. Filing of financial documents (physical and electronic).
  • Identify financial risks and irregularities in fund management or reporting.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Bachelor’s degree in a relevant field (Accounting, Finance, Business Administration);
  • Minimum 5 years of relevant work experience in accounting and finance;
  • Previous experience in a similar finance position in the Development Cooperation area in various contexts (bilateral aid, international organisations, NGOs).
  • Experience in handling sensitive information, using discretion and confidentiality.

 

 

5. CONDITIONS:

 

  • Location: Paksan (Bolikhamxay Province)
  • Nature of the position: fixed-term contract until 31.12.2027 (full time);
  • Expected starting date: 01/11/2025 or asap;
  • Salary: calculated based on the experience and qualifications of the successful candidate.
