1. BACKGROUND
LuxDev’s Regional Office moved to Vientiane in 2016 to respond to the shifting strategic priorities of Luxembourg Cooperation in Southeast Asia. The Vientiane Regional Office offers LuxDev a central location to manage, monitor, and support Luxembourg's development efforts in Laos and the two neighbouring countries – Vietnam and Cambodia.
2. OBJECTIVES
The main task of the position is to ensure efficient and effective financial management in projects/programmes and the ROF, in accordance with LuxDev guidelines, while meeting financial deadlines and maintaining excellent quality.
The Finance Officer supports the Administrative and Finance Control Officer, who is responsible for the administration and management of the Regional Office (ROF). At projects/programmes’ level, the Finance Officer supports the Administrative and Finance Control Officer to organise, supervise and control the agency's administrative and financial system (management control, financial control, procedures’ control).
3. MAIN RESPONSIBILITIES
Office level:
- Support the finance management of the Regional Office, including controlling mission expenses and per diem, checking receipts and invoices, checking advances/advance clearance against budgets and payment guidelines; preparing payment requests; performing accounting entries; preparing monthly reconciliation of bank/cash accounts, ensuring filing and archiving of finance and accounting documents.
- Validate the registration of all transactions and integrate into the finance Teams channel.
- Facilitate auditors during internal and external audits and subsequently follow-up on recommendations.
- Participate in continually improving all matters arising during operating procedures related to finance methods.
Projects / programmes level:
- Project accounting, including: checking commitment procedure, following up on requests for advances/clearances, checking payment requests and supporting documents in Alphabase, checking availability of supporting documents for payment requests sent to COFI/HQ; checking monthly reconciliations, checking maintenance of inventories, conducting internal ex post control of commitments, conducting internal ex post control payments, support with ex post control of inventories.
- Participate in the establishment and control of the delegation instruments:
- Ensure registration in the Operational Partnership Agreements module and encodings.
- Communicate on new guidelines, policies and procedures;
- Assist HQ’s Audit & Internal Control Department staff during field missions;
4. PROFILE
- Bachelor’s degree in Finance, Accounting, or Business Administration;
- At least 5 years of professional experience in a finance or accounting position in Lao PDR;
- Understanding of the finance and administrative, legal and regulatory framework in Lao PDR;
- Proficient IT skills in Microsoft Office (advanced level of Excel) and Accounting Management Systems.
- Fluent in Lao and English.
- Able to communicate with management, foreigners and civil servants.
- Experience working in the development sector in Lao PDR will be an advantage.
