1. BACKGROUND
The project “Migration, Social Cohesion, Economic Integration, and Governance,” called CONVIVE, arises in response to the increasing migratory flows to Costa Rica, particularly of Nicaraguan people, in the context of the sociopolitical crisis in their country of origin. The project aims to improve the quality of life and promote the socioeconomic integration of migrants, refugees, and asylum seekers in Costa Rica.
Specifically, the project will contribute to:

Improving the legal and administrative process of integration and regularization of migrants, refugees, and asylum seekers at the level of central and local institutions responsible;

Strengthening the economic integration of migrants, refugees, and asylum seekers to improve their inclusion in the National Employment System (employability and entrepreneurship);

Improving social inclusion and respect for the human rights of migrants, refugees, and asylum seekers;

Improving governance management and administrative services of assistance programs for migrants, refugees, and asylum seekers.
The team is led by the Chief Technical Advisor (CTA).
The purpose of the Technical Assistant (TA) is to be responsible for technical follow-up, support, and coordination of the project’s partners (non-governmental organizations, international organizations, Costa Rican institutions), particularly those linked to the regularization and social inclusion outcomes of the project.
2. OBJECTIVES
The TA in Human Mobility and Human Rights has a multifaceted role that includes accompanying, providing technical support, facilitating, executing, and controlling delegated or contracted execution within their area of expertise.
Their main function is to manage the portfolio of activities to achieve the project results related to regularization and social inclusion.
3. RESPONSIBILITIES

Support the implementation phase (programming, planning, monitoring), including the preparation of the project launch and closure events, as well as the reports on the results assigned to them;

Support, during the implementation phase, the preparation of the project action plan in coordination with the TA and the CTA;

Support administrative, technical, and financial procedures related to the project;

Support the process of capacity transfer to project partners, whether civil society organizations or governmental or local authorities, and maintain continuous dialogue with them;

Contribute to the technical and financial reports required for the steering committees, LuxDev, Ministry of Foreign and European Affairs, Defense, Cooperation and Foreign Trade (MAE), quarterly and annual reports, launch report, and final report.
4. PROFILE

Minimum bachelor's degree related to Social Sciences, administration or project management

Minimum 5 years of experience in managing development cooperation projects at national, and regional levels in the field of human mobility

Proven knowledge of human rights, intersectionality, interculturality, and gender approaches
-
Experience in monitoring projects funded by international cooperation
-
Level B2 in English
