Technical assistant position on economic integration of migrants, refugees, and asylum seekers in Costa Rica (eligibility limited to those legally permitted to work in Costa Rica)

1. BACKGROUND 

The project “Migration, social cohesion, economic integration, and governance,” known as CONVIVE, responds to the increasing migratory flows to Costa Rica, particularly of Nicaraguan nationals. The project aims to improve the quality of life and promote the socioeconomic integration of migrants, refugees, and asylum seekers in Costa Rica. 

Specifically, the project will contribute to: 

  • Improving the legal and administrative processes of integration and regularization of migrants, refugees and asylum seekers. 

  • Strengthening the economic integration of migrants, refugees and asylum seekers (employability and entrepreneurship); 

  • Enhancing social inclusion and respect of human rights of migrants, refugees and asylum seekers. 

  • Improving governance and administrative services of assistance programs for migrants, refugees and asylum seekers. 

The project team will be led by a Chief Technical Advisor (CTA). 

The role of the Technical Assistant (TA) is to ensure technical follow-up, provide support and coordinate with project partners - including non-governmental organizations, international agencies, Costa Rican institutions - particularly those involved in outcomes related to economic integration, employability and entrepreneurship. 

2. OBJECTIVES 

The TA in Employability and Entrepreneurship plays a multifaceted role that includes accompanying, providing technical support, facilitating, executing, and monitoring delegated or contracted implementation activities. 

Their main role is to manage the portfolio of activities aimed at achieving the project’s specified outcomes related to the economic inclusion of the target population. 

3. RESPONSIBILITIES 

  • Support the implementation phase (programming, planning, monitoring), including preparation of the project launch and closure, as well as reporting on assigned outcomes; 

  • Support the preparation of the project’s action plan during the implementation phase in coordination with the CTA; 

  • Assist with administrative, technical, and financial procedures related to the project; 

  • Support the capacity-building process for project partners, whether civil society organizations or governmental/local authorities, and maintain a continuous dialogue with them; 

  • Coordinate actions and exchange with the private sector and the Ministry of Labor and Social Security (MTSS), where relevant; 

  • Contribute with technical and financial input required for preparation of reports requires by the project’s steering committees, as well as launch, quarterly, annual and final reports. 

4. PROFILE 

  • Minimum of a bachelor's degree in Economic Sciences, Business Administration, or a related field; 

  • At least 5 years of experience in implementing development cooperation projects at national, regional, or international levels in the field of economic inclusion; 

  • Demonstrated experience in the economic inclusion of migrants, asylum seekers, and refugees; 

  • Expertise in applied sustainable economic practices and climate change; 

  • Level C2 in Spanish as well as Level B1 in English and/or French; 

  • Only candidates legally permitted to work in Costa Rica will be considered.
