5. POSITION IN THE ORGANISATIONAL CHART
The technical assistant reports and is supervised by the Program Officer of the Regional Office of LuxDev. She/he works in close coordination with the National Directorate for Planning (NDA – GCF National Designated Authority) and interacts with the team of the CAP (Climate Action Program).
6. JOB PURPOSE
To assist the NDA (National Designated Authority) in obtaining accreditation of a national entity aiming at further mobilizing resources for enhanced climate action in the scope of the implementation of the Cape Verdean Updated National Determined Contribution – NDC, (February 2021), the future NDC to be submitted in 2025, the National Adaptation Plan – NAP (September 2022), and the Long-Term Low Emissions Development Strategy (LT-LEDS 2024).
She/he will coordinate the implementation of the readiness support project “Enabling Direct Access to GCF Climate Finance for Cabo Verde” that focuses on 4 main outcomes:
1. The country NDA or focal points and the network/systems that enable them to fulfil their roles, responsibilities and policy requirements are operational and effective
2. Direct access applicants and accredited entities (DAEs) have established capacity to meet and maintain the GCF’s accreditation standards; and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities
3. Relevant country stakeholders (which may include executing entities, civil society organizations and private sector) have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities, and
4. Increased number and improved project concept notes developed and submitted by Cabo Verde.
7. MAIN RESPONSIBILITIES AND TASKS
7.1. Implementation of the activities
• Follow-up the day-to-day implementation of the activities of the readiness project supporting the accreditation process of the national entity(ies):
– Establishment of the programme’s monitoring framework arrangements
– Definition of actions/activities according to the project document and its annexes
– Monitoring and reporting of project implementation
– Involvement of local partners and
– Liaison between the NDA, the technical ministries linked to further accredited entities and LuxDev, as well coordination and consultations with other stakeholders
• Plan tasks and activities of the project contributing to the:
– Planning of tasks and activities regarding resources’ mobilization, with special focus on the GCF with the development of improved concept notes, and the accreditation process of national entity
– Support the implementation of monitoring and reporting activities and
– Guarantee compliance with the project document and the Quality Manual
• Participate in the:
– Committees related to the activities and steering committee
– Progress monitoring meetings and
– Meetings with the main stakeholders and partners
• Implement specific technical activities and administrative tasks:
– Coordinate the implementation of the tasks and activities in line with the respective responsibilities of the experts according to their ToR to ensure the quality of their deliverables
– Draft and review workplans
– Provide technical input and liaise with the RoF on the recruitment process of external experts/consultants
– Prepare project reports
– Support the arrangement of trainings, stakeholder meetings and other country-level engagements
– Monitor and support the elaboration of concept notes or existing one for the GCF
– Contribute to the articulation of the various actors
– Support the organization and facilitate meetings and sessions with the local partners, as well as the NDA
– Assist in preparation and implementation of training, online sessions and events
– Review all deliverables and liaise with the NDA and the technical committee
– Contribute to the definition of the technical contents of trainings
– Prepare explanatory notes and
– Prepare presentations for meetings and seminars
• Ensure programme’s wrap-up, contributing to the:
– Preparation of the closure and elaborate the final report and
– Organisation of the closure seminar.
7.2. Managing information
• Reporting:
– Draft all reports required by the programme
• Knowledge Management:
– Feed the established process for the documenting of activities and
– Draft support documents
• Contributing to the management of communication:
– On the draft the communications for publishing and
– On the draft the monitoring plan and subsequent reports.
8. COMMUNICATION
Internal contacts
• Frequent contact with the Programme Manager of the RoF, and other Technical Assistants (TA) related to the CAP and the programme’s personnel to the extent of the technical role of the post and
• Liaising and sharing of good practices with peers of the programme and other
External contacts
• Frequent and proactive contact with institutions, associations and other bodies assisting with or providing support to the implementation of the project and
• Ad hoc contact with the other experts working in the same field to exchange experiences and opinions on policies in the sector.
