1. BACKGROUND
The Government of Luxembourg, acting through the Luxembourg Development Agency (LuxDev) is implementing a five-year, multi-component, project in support of the Kryvyi Rih Raion (“the Raion”) in Ukraine since April 2024.
The Overall Objective is to support recovery of Kryvyi Rih Raion that benefits the general population and key groups at risk. The sectors covered are education, TVET, demining, psychosocial support and emergency energy support. These sectors are covered via a consulting firm (PROMAN) through the project Team Leader. The second team, directly contracted by LuxDev, covers the provision of finance for micro, small, and medium enterprises (MSME), as well as veterans and TVET students, via a collaboration with the Ukraine Business Development Fund, as well as sectors of governance and energy resilience.
Under the governance component, a team of long-term experts has been hired to support the Raion and the City of Kryvyi Rih in developing or initiating projects that contribute to the further development of the Raion in the context of reconstruction and future post-war development. The component aims to equip local officials with enhanced skills in strategic planning, project management, and resource allocation, ensuring their capacity in guiding the region's redevelopment efforts. By improving the administrative and operational proficiency of these authorities, the component seeks to facilitate a more efficient, impactful, and coordinated approach to the region's recovery and growth, ultimately leading to more sustainable and community-driven development outcomes.
2. OBJECTIVES
The Deputy Team Leader represents LuxDev in Ukraine. He / she is responsible for the part of the project directly implemented by LuxDev and is ultimately accountable for the results of the LuxDev interventions under UKR/002.
The DTL will promote LuxDev’s values in the field, carries out LuxDev’s main mission, namely capacity building and specific direct interventions as outlined by the project’s Technical and Financial Document.
The DTL works in close collaboration with the Team Leader but is not hierarchically related to him.
The DTL ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual, and/or according to the Field Operations Manual developed in cooperation with PROMAN.
The DTL receives delegation of signature authority on the LuxDev project bank account opened in the implementation country.
3. RESPONSIBILITIES
Plan tasks and activities:
- Collaborate with the Team Leader and LuxDev HQ to design efficient and impactful implementation strategies, aligned with the Technical and Financial Document (TFD),
- Plan the tasks and activities:

- design and update annual operational plans and the multi-annual action plan,
- Prepare and follow up on Operational Partnership Agreements (OPA),

- Organise regular strategic and alignment meetings with the counterparts and other Technical and Financial Partners, in particular with PROMAN and the Business Development Fund,
- Implement specific technical activities:

- Supervise the technical execution of the activities,
- Liaise between LuxDev experts, contractors, PROMAN and the counterpart or other partners,
- Prepare ToRs and technical specifications,
- Mobilise short-term experts.

Administrative management of the project:
- Office (equipment, logistics),
- Human resources (job descriptions for staff recruitment, annual appraisal of local staff…),
- Procurement (draft tenders according to LuxDev procedures, manage contracts…)
- Audit follow up.
Financial management of the project:
- Draft the budget and financial planning,
- Expenditure follow-up.
Monitoring and reporting results
- Update and follow-up the Objectively Verifiable Indicators (OVI),
- Use data from monitoring activities to inform decision-making and improve project strategies.
Managing information
- Manage reporting,
- Manage knowledge and capitalisation,
- Manage communication.
Representing LuxDev within the parameters defined in the agreements between LuxDev, the partner and the Embassy, as well as any relevant clause in the TFD and work in close collaboration with other execution agencies (strategic meetings, workshops and events).
Capacity development at individual, organisational and institutional levels.
4. PROFILE
Academic requirements:
- Master’s degree or above in a field related to the scope of operations,
- Trained in project cycle management / results-based management.
Work experience requirements:
- As least 15 years working in the management or delivery of complex (multi-component) projects in developing economies, and managing teams in the field, including 5 years in those of the former Soviet Union,
- Previous professional experience in Ukraine is an advantage. Relevant work experience in Ukraine since the full-scale invasion is a strong advantage,
- Solid track record working on donor projects with national, regional and local authorities,
- At least 15 years’ experience of project design, monitoring and evaluation,
- Experience working at senior advisory level for international donors and IFI’s and in advising partner state bodies on working with such institutions.
