1. BACKGROUND

 

The Lao and Luxembourg governments are collaborating under the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) 2023–2027, with an approximate EUR 116 million budget, focusing on four key sectoral programmes: Health and Nutrition (H&N), Local Development (LDP), Skills for Tourism, Agriculture, and Forestry (STAF), Rule of Law, Access to Justice, and Good Governance (ROLAG). These programmes are mainly implemented in Bokeo, Bolikhamxay, Khammouane, and Vientiane provinces.

 

The expected outcome (EO) of the Local Development Programme is “The well-being of Lao people is improved, leaving no one behind”. This EO reflects the priorities of the Lao government’s 9th National Socio-Economic Development Plan (NSEDP), as well as the goals of Luxembourg Aid and Development.

 

In 2025, a Disaster Risk Reduction (DRR) project with a budget of EUR 1,250,000 was added to the LDP to enhance disaster preparedness in Vientiane, Xieng Khouang, and Houaphanh provinces. Although this DRR project operates independently from the main components of the LDP, interactions are anticipated at the technical level, such as sharing experiences and lessons learned.

 

This project, titled "Promotion of multisectoral participation to enhance the implementation of the national DRR strategy in the Lao PDR" aims to support the implementation of national and provincial DRR strategies in Xieng Khouang, Houaphanh, and Vientiane Capital’s Sangthong district. The project builds on past DRR initiatives in Laos, focusing on disaster governance, early warning systems, emergency preparedness, and community resilience.

 

 

2. OBJECTIVES

 

The Project Outreach Officer supports the Provincial Project Coordinator in implementing DRR activities at the community level. They assist in logistical and administrative project tasks, facilitate the dissemination of SOPs and guidelines, conduct awareness-raising campaigns, and support data collection for risk mapping and disaster impact assessments. Additionally, they play a crucial role in reviewing and updating Village Development Plans (VDP+1), supporting the construction of DRR infrastructure, and assisting in emergency assistance efforts in disaster-affected communities.

 

The Project Outreach Officer plays a key role in supporting the Provincial Project Coordinator, fostering the skills and expertise of local authorities and community groups.

 

The Project Outreach Officer promotes LuxDev’s values and carries out LuxDev’s main mission, namely capacity development, and hence contributes to the implementation of the Agency’s strategic vision.

 

 

3. MAIN RESPONSIBILITIES 

 

  • Support the Provincial Project Coordinator (PPC) in the overall implementation of the project work plan.
  • Provide logistical and administrative support for project activities.
  • Assist in preparing activity reports and documentation.
  • Support the PPC in dissemination of SOP’s, guidelines and action plans at relevant levels with workshops and trainings.
  • Support in collecting and reporting community-level disaster data to the PPC for input into DIMS.
  • Cooperate with PDMC and DDMC secretariats conduct outreach activities in villages related to the community-based education campaign strategy (topics can include early warning training, district emergency response plan, disaster recovery, and others).
  • Support data collection for risk mapping and disaster impact assessments.
  • Assist in reviewing and updating Village Development Plans (VDP+1) based on risk assessments.
  • Assist in identifying community needs related to DRR infrastructures and follow-up on their construction on the field.
  • Assist in identifying community needs in the aftermath of a disaster and assist the PPC in carrying out emergency assistance if needed.
  • Other duties in relation to DRR project / LDP programme as required by the position supervisor.

 

 

 4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB

 

  • Minimum of Bachelor’s degree in social sciences, Community Development, Disaster Management, Civil Engineering, or a related field.
  • Minimum of 5 years of relevant professional experience in community engagement, DRR, or development projects.
  • Experience working with rural communities and knowledge of participatory approaches.
  • Strong communication and facilitation skills.
  • Ability to work in remote areas and travel frequently within the district.
  • Fluency in Lao required; knowledge of ethnic minority languages is an advantage; conversational English is an advantage.

 

 

5. CONDITIONS

 

  • Location: Xam Neua (Houaphanh Province).
  • Nature of the position: fixed-term contract, full time.
  • Duration: until 31.12.2027;
  • Expected starting date: 01/11/2026 or asap
  • Salary: calculated based on the experience and qualifications of the successful candidate.
