1. BACKGROUND

 

The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 116.5 MEUR, as follows:

 

  1. Health and Nutrition (H&N) with a budget of ca/ 46 MEUR.
  2. Local Development with a budget of ca. 34 MEUR (including Swiss co-financing).
  3. Skills for Tourism, Agriculture and Forestry (STAF) with a budget of ca. 25 MEUR (including Swiss and EU co-financing).
  4. Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 11.5 MEUR.

 

Both governments also agreed to seek strong linkages between the four programmes to optimise synergy and impact. The earmarked interventions are interconnected through a common human capital development approach towards sustainable results. This is the foundation of ICP V, and is key to contributing to the eradication of extreme poverty and strengthened socio-economic inclusion in the target areas.

 

 

2. OBJECTIVES

 

The Communications Officer is responsible for planning and implementing communications strategy and activities of LuxDev and its ICP V sectoral programmes in Laos. This includes developing and implementing communication plans, managing media, producing communication materials, and ensuring compliance with organisational guidelines and charters.

 

 

3. MAIN RESPONSIBILITIES 

 

  • Develop communications plan and budgets and provide technical communications guidance and support to programmes.
  • Integrate and update relevant programme pages and programme-specific content on the Agency's website and intranet (SharePoint).
  • Develop articles, social media content, leaflets, brochures, posters, interviews, etc.
  • Ensure compliance with communication guidelines of LuxDev, donors and national counterparts.
  • Coordinate media and public relations activities.
  • Procure and manage contracts for external services for translation, design and production of multimedia products.
  • Organise, manage and feed LuxDev’s multimedia database (photos, videos, etc.) in accordance with HQ instructions.

 4. SKILLS REQUIRED FOR THE JOB

 

  • Bachelor’s degree in communications, journalism, public relations, marketing or related field;
  • At least five years of relevant experience in a communications role, ideally in the development cooperation area;
  • Advance competencies using multimedia and digital tools;
  • Native proficiency of Lao language (written, reading, listening, speaking);
  • Fluency in English with excellent writing skills;

 

 

5. CONDITIONS: 

 

  • Workplace: Vientiane Capital, Lao PDR.
  • Nature of the position: full-time position;
  • Duration: until 31.12.2027
  • Expected starting date: 01.07.2025;
  • Salary will be calculated based on the experience and qualifications of the successful candidate.
