3.                           DEPARTMENT / WORKPLACE

The Civil Engineering Expert is responsible for providing support for the  works' component of LuxDev's projects under the supervision of the Project Managers.

The workplace is Pristina, within the projects offices.

4.                           WORK ORGANISATION

The function is at full-time job.

It requires regular travel within the country for site supervision or specific requests (building maintenance, studies of small interior or exterior improvements, expertise for small renovation, etc.) from any projects undertaken by Lux-Development in Kosovo.

5.                           POSITION ON ORGANISATIONAL CHART

Hierarchically reports to the to the Programme Officer (PO).

Works on a regular basis with the Project Managers and the Regional Representative (RR).  .

6.                           JOB PURPOSE

The purpose of the Civil Engineering Expert is to support projects on infrastructures activities.

To ensure optimal implementation of construction activities, the position will provide support such as:

  • providing relevant advice during the initial design of construction projects by LuxDevprojects;
  • establishing technical requirements for the engagement of the various structures (design offices, contractors, etc.) necessary for the implementation of the infrastructure;
  • effectively monitoring the different actors in the infrastructure related activities.

 

7.                           DUTIES AND MAIN TASKS

 

  • To provide assistance to the projects and to the project owner for the construction activities in general;
  • To support LuxDev/Kosovo projects in the conception and the international standards for new infrastructure projects;
  • To support the planning, design and implementation of infrastructure projects in Kosovo;
  • To conduct feasibility studies, site assessments and needs analyses for infrastructure projects including evaluation of existing conditions such as water and sanitation systems, electricity supply, ventilation, fire safety systems;
  • To ensure that project designs comply with local standards and building codes, health-facility standards and international best practices; 
  • To develop and monitor work plans, adherence to schedules and to ensure that quality control procedures are observed;
  • To conduct regular on-site inspections ensuring compliance with contractual arrangements, to verify contractors' performance, to verify adherence to timeframes for implementation activities, safety, quality as well as environmental standards;
  • To monitor materials quality, to manage technical issues on site and to ensure budget and quality compliance;
  • To prepare and deliver technical presentations, progress reports and project documentation for senior management and project management in LuxDev;
  • To monitor projects risks and propose solutions and mitigation strategies related to seismic safety, flooding, emergencies;
  • To elaborate terms of reference to recruit design offices or others on the base of LuxDev procurement procedures;
  • To monitor the technical, administrative and financial progress of the worksites;
  • To follow the process of tendering for recruiting architect design office, works companies and others;
  • To analyse plans, specifications and Bill of Quantities from design offices;
  • To check execution documents issued by works contractors;
  • To ensure proper coordination between the various parties involved in the project (project owner, contractors, design office, control office, beneficiaries, local authorities, local population, etc.);
  • To archive technical, administrative and financial documents for all worksites.

 

In accordance with Lux-Development directives, procedures and guidelines, including environmental procedures (clean worksite, etc.) and those specific to the projects, he/she will be responsible for:

  • Quality control of investments in construction and rehabilitation, operation and maintenance of infrastructure and equipment, assistance in the supervision of studies and various infrastructures and, more specifically, with regard to studies and works directly involving the responsibility of the donor's representative;
  • Support and provide technical solutions to site managers and supervisors on the use and the implementation of materials;
  • Verification of site administrative records, in particular ensuring that weekly meeting minutes are correctly drawn up by the design office manager and signed by all parties;
  • As the donor's representative, take part in weekly worksite meetings with the design office manager, the beneficiary and the contractor. These meetings are sanctioned by minutes signed in situ;
  • Archiving of all worksite documents (site journal, meeting minutes, attachments, invoices, supplies, etc.);
  • Verification of the company's application of the “clean site” specifications, an integral part of the contract;
  • Weekly reporting to LD/Kosovo projects and to the infra unit on worksite activities (mainly problems encountered and solutions found) for the previous week and the week to come;
  • Supervision (including additional studies by contractors) of the various worksites within the framework of infrastructure construction and renovation;
  • Technical and financial verification of service providers and construction companies accounts and invoices, to be approved and signed;
  • If necessary, drawing up terms of reference for national and/or international consultants and consultancy firms in activities within his/her remit;
  • Participate in the preparation of technical work tender documents and the contract award process. Under the supervision of the projects managers, he/she takes part in drafting the technical and administrative parts of the tender documents and monitors compliance with procedures;
  • Creation and management of databases relating to completed and to-be-completed infrastructures, establishment of the various unit prices making up the cost estimates, monitoring of completion, etc;
  • Contribute to research and development in the field of infrastructures: use of local materials, architectural improvements, modernization of execution methods, technical innovations, quality and durability of infrastructures, etc., by documenting good environmental practices, innovations and successes achieved by other donors or Kosovar institutions, including in the sub-region;
  • Supporting partners (minister technical services, design offices, companies, local authorities, etc.) in technical fields, works management and sustainable infrastructure management.

 

Perform any other task as requested by the line manager related to the objectives of the project and ensure punctual execution and quality of all assigned deliverables.

8.                           COMMUNICATIONS

In-house contacts

  • maintains daily communication with project managers to ensure a clear and comprehensive overview of all infrastructure activities.
  • regularly liaises with LuxDev/Kosovo financial and administrative departments to track and follow up on all financial and administrative aspects of infrastructure activities.

External contacts

  • maintains consistent engagement with infrastructure stakeholders to facilitate informed decision-making and avoid disputes.
  • maintains regular communication with local authorities, municipalities, and ministries to secure all necessary approvals for infrastructure activities.

           

  Education and/or experience

  • Degree in Civil Engineering or equivalent (required: (minimum 5 years of study after secondary school);
  • At least 10 years of general professional experience, particularly in the areas of control financial and administrative management of infrastructure activities and worksites, particularly in the construction of public sectors;
  • Possess a driver's license and willing to use car for work (required);
  • Organizational and communication skills, and a good understanding of support strategies for all stakeholders involved in infrastructure activities.
  • Familiarity with technical software used for design is an advantage.
  • Fluent written and spoken Albanian and excellent English.
