National Project Manager of the GCF Climate Readiness Project “Cabo Verde’s climate action planning at local level”.

Background and Context
Cabo Verde, a Small Island Developing State (SIDS) highly vulnerable to climate change, faces significant challenges from drought, irregular rainfall, sea level rise and scarcity of natural resources. Although the country contributes minimally to global greenhouse gas emissions, climate impacts compromise essential sectors such as agriculture, water, energy, and tourism. To address these challenges, the Government has been strengthening its political and institutional framework through instruments such as the Nationally Determined Contribution (NDC), the National Adaptation Plan (NAP), the National Strategic Plan for Sustainable Development (PEDS II 2022-2026) and the Climate Governance Framework (QGC), which emphasise the need to strengthen climate action at the local level.
In this context, the Green Climate Fund (GCF) Climate Preparedness project — ‘Planning Cape Verde's climate action at the local level’ — led by the National Planning Directorate (DNP) in partnership with LuxDev, aims to strengthen the institutional and technical capacity of municipalities, promoting climate adaptation and local resilience. The project will support the development of Local Climate Action Plans (LCAPs) for 16 municipalities, the strengthening of monitoring and evaluation systems, access to climate data, and the involvement of the private sector and communities, especially vulnerable groups, in the implementation of resilient and inclusive solutions aligned with the NAP and the QGC.

Objective
The PM's objective is to support ongoing collaboration with ANMCV and municipalities (sub-national governance structures). The role requires in-depth knowledge of how municipalities operate, including their planning and administrative procedures and cycles, and stakeholder networks, as well as a solid understanding of the impacts of climate change and adaptation strategies. The PM will oversee the development and implementation of local climate adaptation plans, with the aim of making Cape Verde the first country with full territorial coverage of such plans. The PM will also coordinate stakeholder approaches to strengthen local planning capacities and climate knowledge systems, ensuring inclusive and informed decision-making at the municipal level. Similarly, it will assist the private sector at the sub-national level in capacity building and strategic planning.
Working closely with technical experts and under the supervision of the LuxDev Regional Office and CAP, the PM will be responsible for ensuring implementation in accordance with project documents and quality manuals, prepare and consolidate reports, organise meetings and committees, support recruitment and consulting processes, organise training and other events, and ensure compliance with GCF reporting requirements, particularly with regard to Outcomes 3.1, 3.2, 3.3, 3.4, as described below:

outcome 3.1: Strengthened governance of adaptation planning and institutional coordination;

outcome 3.2: Strengthened evidence base for climate adaptation decision-making;
-
outcome 3.3: Increased private sector involvement in climate change adaptation;

Scope of Work
The Project Manager (PM) is supervised administratively by the Programme Officer of the Regional Office of LuxDev (ROF), however, on a day-to-day basis, the PM will report to and contribute to the work of the climate action Technical Assistant from the Climate Action Programme (CAP). They will be supervised by CAP team, working in close collaboration with the National Association of the Cabo Verdean Municipalities (ANMCV), the National Directorate for Planning (NDA – GCF National Designated Authority) and the National Secretariat for Climate Action (SNAC) and, to a lesser extent, with the Chambers of Commerce and Tourism, among other institutions, whenever necessary. The scope of work includes the following.
Project Coordination:
-
lead the overall management of the GCF local climate action project, from planning to implementation and final reporting;
-
ensure that all activities are aligned with the project’s objectives and timelines, and that deliverables meet quality standards;
-
coordinate inputs from municipalities, consultants, and other stakeholders, and establish a framework for the validation of deliverables. Key institutions are the NDA, SNAC, ANMCV, municipalities, delegations of technical ministries, private sector actors, and LuxDev (especially CAP).
Operational and technical management:
-
municipal engagement and strategic support;
-
work in close and continuous partnership with municipalities, understanding their functioning, planning processes, and institutional dynamics;
-
facilitate coordination among municipalities, local delegations of ministries, civil protection services, and public utilities to support integrated climate action;
-
guide consultants on the methodology for drafting Local Climate Action Plans, based on the LuxDev’s initial experiences;
-
monitor and report on project implementation;
-
ensure the involvement of local partners;
-
participate in:
-
meetings of committees related to project activities and the steering committee;
-
progress monitoring meetings;
-
meetings with key stakeholders and partners;
-
coordinate the implementation of tasks and activities in line with the responsibilities of the experts according to their ToR, ensuring the quality of their deliverables;

support the implementation of specific technical activities and administrative tasks;
-
review all deliverables and liaise with SNAC, NDA, ANMCV, municipalities and the technical committee and;
-
assist in the preparation and implementation of training, online sessions and events.
Administrative and reporting responsibilities:
-
draft Terms of Reference (ToR) for project activities and recruit consultants as needed and ensure:
-
clarity of roles and responsibilities;
-
liaise with the technical assistance of the CAP and procurement department of LuxDev on the recruitment of external experts and consultants;
-
provide technical and strategic guidance to consultants throughout the assignment;
-
monitor progress and ensure that agreed timelines and deliverables are respected;
-
apply strong and adaptable skills in procurement and financial management, ensuring compliance with project and GCF procedures and requirements;
-
organise and lead workshops, training sessions, and consultations with municipal staff and local stakeholders;
-
engage and coordinate with local partners and stakeholders to ensure inclusive participation and ownership;
-
understand and apply the reporting requirements of the Green Climate Fund (GCF) and ensure that project activities comply with GCF standards and procedures;
-
lead the preparation of technical inputs and documentation required for GCF monitoring, evaluation, and reporting frameworks, including mid-term and final reports;
-
promote consultation and coordination with partners and stakeholders on the documents produced, where necessary;
-
draft all reports required by the programme related to the GCF readiness project “Cabo Verde’s climate action planning at local level”;
-
provide input to the established processes for documenting activities and;
-
draft supporting documents.
Communication and knowledge management:
-
draft all required project reports, including progress, technical, and final reports;
-
document activities and lessons learned, contributing to the project’s knowledge management process;
-
prepare explanatory notes, presentations, and support documents for meetings and seminars;
-
draft content for communication and visibility, including social media posts and publications;
-
contribute to the development and implementation of the project’s communication and monitoring plan, including follow-up reporting.
Project launch and closure:
-
guarantee the successful launch of the project, including coordination of introductory meetings with stakeholders, steering committees, including the logistics and documentation needed;
-
ensure the project documentation structure is clearly defined and aligned with LuxDev’s IT and HR departments, facilitating smooth project administration;
-
secure that all final deliverables are properly ordered, shared in advance with relevant stakeholders, and that necessary steps for closure are communicated to stakeholders and the regional office management team and;
-
contribute to GCF readiness project closure activities by contributing to the:
-
preparation of the closure and drafting of the final report;
-
organisation of the closure seminar.
Coordinate the implementation of tasks and activities in accordance with the responsibilities of the specialists, in line with their ToR, ensuring the quality of their outputs and the expected results, 3.1, 3.2, 3.3, and 3.4 of the GCF Climate Readiness Project “Planning Cape Verde's climate action at the local level”;
For outcome 3.1., the focus is on:

Activity 3.1.1a: Develop PLACs for 16 municipalities;
-
Activity 3.1.1b: Develop at least one project sheet per municipality to implement priority adaptation actions;
-
Activity 3.1.4a: Develop climate communication and awareness plans for 16 municipalities;
-
Activity 3.1.4b: Conduct a needs analysis to assess gaps in capacity, policies, and systems for integrating the CCG (Climate Governance Framework) at the local level;
-
Activity 3.1.4c: Implement a training programme for municipal officials, civil society representatives and community leaders, with at least 10 participants per topic per municipality;
-
Activity 3.1.4d: Strengthen civil society involvement through local branches of the National Climate Forum (FCC), ensuring at least 30 participants annually per municipality.
For outcome 3.2., the focus is on:
-
Activity 3.2.1a: Conduct an assessment of the existing M&E system, identifying areas for improvement;
-
Activity 3.2.1b: Develop and implement a financial reporting module within the decentralised monitoring and evaluation system (SIMple), ensuring that climate budget indicators are systematically included;
-
Activity 3.2.2a: Develop climate projections with scenarios at the local level, based on IPCC methodology;
-
Activity 3.2.2b: Update and/or develop climate risk and vulnerability assessments, including diagnostics and maps, for the 16 municipalities;
-
Activity 3.2.2c: Review local emergency plans;
-
Activity 3.2.2d: Analyse at least two key value chains in the municipalities and key sectors;
-
Activity 3.2.2e: Define climate resilience goals and objectives linked to the climate assessments developed and the value chains analysed.
For outcome 3.3, the focus is on:
-
Activity 3.3.1a: Develop a Strategic Plan for Private Sector Engagement, detailing incentives, partnerships and investment opportunities at the municipal level. This plan will be adapted by municipality, for the Barlavento/Sotavento regions, or at the national level, based on consultations with stakeholders;
-
Activity 3.3.2a: Organise a conference on private sector climate finance, presenting case studies, financing opportunities and best practices from other Small Island Developing States (SIDS);
-
Activity 3.3.3a: Implement training programmes for private sector representatives, with at least five participants per topic per municipality. Topics will include access to climate finance, nature-based solutions, and risk management.
For outcome 3.4, the focus is on:

Activity 3.4.1a: Train municipal staff in Hybrid Cost-Benefit Analysis (HCBA) to analyse benefits and costs in order to target adaptation investments that are worth financing.

Deliverables, reports and indicative schedule
Each deliverable/report must be validated by the Project Manager, Technical Assistant from the Climate Action Programme (CAP), Technical coordinator of the CAP and LuxDev. All must be presented in LuxDev style and formats, when applicable.

Acceptance of deliverables
The Project Manager will report to and coordinate closely with the LuxDev Project Management Unit (PMU). All deliverables, including reports and plans, will be reviewed and validated by the NDA and LuxDev. The PM must ensure that all deliverables adhere to LuxDev and GCF quality standards, and that participatory and inclusive methods are applied throughout project implementation.
All documentation will be produced in Portuguese, with executive summaries in English, and aligned with LuxDev templates and branding guidelines.

Acceptance of deliverables
The Project Manager will report to and coordinate closely with the LuxDev Project Management Unit (PMU). All deliverables, including reports and plans, will be reviewed and validated by the NDA and LuxDev. The PM must ensure that all deliverables adhere to LuxDev and GCF quality standards, and that participatory and inclusive methods are applied throughout project implementation.
All documentation will be produced in Portuguese, with executive summaries in English, and aligned with LuxDev templates and branding guidelines.
