 National Project Manager of the Green Climate Fund (GCF) Readiness Project “Strengthening Cabo Verde’s Climate Governance Framework”. 

 Background and Context 

 Cabo Verde, a Small Island Developing State (SIDS), is highly vulnerable to the impacts of climate change, facing increasing risks from rising sea levels, recurrent droughts, and extreme weather events that affect key sectors such as water, energy, agriculture, and health. In response, the Government of Cabo Verde has progressively developed a robust climate policy framework, including the Nationally Determined Contribution (NDC), the National Adaptation Plan (NAP), and the recently approved Climate Governance Framework (QGC). 

 

The GCF Readiness and Preparatory Support Project “Strengthening the Cabo Verde Climate Governance Framework,” financed by the Green Climate Fund and implemented by LuxDev as Delivery Partner, seeks to operationalize the QGC, enhance institutional coordination, strengthen capacities across government institutions, and empower civil society, youth, and private actors in climate action. 

 

Within this framework, the National Project Manager (PM) will be responsible for coordinating the implementation of the Readiness project, ensuring that activities are executed efficiently and in line with GCF, UNOPS, and LuxDev standards. The PM will serve as a central operational and coordination point between national institutions and the Project Management Unit (PMU) of the Climate Action Programme (CAP). 

 Objective 

 The objective of this assignment is to ensure the effective, timely, and high-quality implementation of the GCF Readiness Project. The PM will support all project activities, manage communication and reporting between stakeholders, monitor progress, and support the strategic and operational execution of the project in line with LuxDev and GCF procedures, contributing to the achievement of its four key outcomes: 

  • outcome 1.1 – Strengthening the institutional capacity of the National Designated Authority (NDA) to assess, endorse, and monitor GCF project proposals in alignment with national priorities and GCF investment criteria; 

  • outcome 1.2 – Building the technical and operational capacities of national entities to achieve and maintain GCF Direct Access accreditation standards; 

  • outcome 1.3 – Enhancing the capacity of national stakeholders — including public institutions, civil society, academia, and the private sector — to plan, develop, and implement GCF-funded activities; 

  • outcome 4.3 – Increasing the number and quality of GCF project concept notes developed and submitted, aligned with Cabo Verde’s national climate and development strategies. 

The Project Manager will play a central supporting role in facilitating these outcomes, ensuring coherence, timely delivery, and quality implementation in line with LuxDev and GCF operational procedures. 

 Scope of Work 

 The National Project Manager will work full-time and report administratively to the Programme Officer of the LuxDev Regional Office (ROF), while being technically supervised by the Climate Governance Technical Assistant of the CAP. The PM will operate from the CAP Office in Praia, Cabo Verde, and collaborate closely with the National Directorate of Planning (DNP) – the GCF National Designated Authority (NDA) and the National Secretariat for Climate Action (SNAC).  

 Project management: 

  • coordinate day-to-day implementation of activities according to the project document, work plan, and budget; 

  • follow up on the day-to-day implementation of activities and ensure coordination in liaison with SNAC, NDA and other key Climate Governance Framework (QGC) actors; 

  • liaise continuously with NDA, SNAC, and other key actors within the QGC to ensure policy and operational coherence; 

  • support the planning, scheduling, and integration of activities within the project’s outcomes and outputs; 

  • facilitate the articulation between national, sectoral, and local levels to ensure sustainability beyond the project’s duration; 

  • establish the programme’s monitoring framework arrangements and; 

  • define actions/activities according to the project document and its annexes; 

  • support planning tasks and activities contributing to: 

  • strengthening of the QGC; 

  • supporting the implementation of monitoring and reporting activities; 

  • guaranteeing compliance with the project document and the Quality Manual; 

  • lead the articulation of the various actors, transitioning to a support function with the ending of the project and; 

  • contribute to the definition of the technical contents of trainings. 

 Operational and technical management: 

  • supervise and monitor technical consultants and implementing partners to ensure quality and timely delivery of outputs; 

  • review and validate technical deliverables, ensuring alignment with GCF investment criteria and national priorities; 

  • participate in: 

  • meetings of committees related to project activities and the steering committee; 

  • progress monitoring meetings and; 

  • meetings with key stakeholders and partners. 

  • support capacity-building workshops, training sessions, and technical meetings with relevant stakeholders; 

  • coordinate the implementation of tasks and activities in line with the responsibilities of the experts according to their Terms of Reference (ToR), ensuring the quality of their deliverables; 

  • support the implementation of specific technical activities and administrative tasks; 

  • review all deliverables and liaise with SNAC, NDA and the technical committee and; 

  • assist in the preparation and implementation of training, online sessions and events. 

  • participate in the Project Steering Committee (PSC), working groups, and monitoring meetings; 

  • ensure gender equality and social inclusion principles are integrated into all project activities. 

 Administrative and reporting responsibilities: 

  • prepare the steering committee, including drafting and reviewing workplans, preparing all documentation needed, and handling logistics in close collaboration with NDA/SNAC and CAP; 

  • draft Terms of Reference (ToRs) and other documentation for consultancies, procurement, and services; 

  • draft ToR for project activities and recruit consultants, ensuring clarity of roles and responsibilities; 

  • liaise with the technical assistance of the CAP and procurement department of LuxDev on the recruitment of external experts and consultants;  

  • provide technical and strategic guidance to consultants throughout the assignment;  

  • monitor progress and ensure that agreed timelines and deliverables are respected; 

  • apply strong and adaptable skills in procurement and financial management, ensuring compliance with project and GCF procedures and requirements; 

  • prepare project reports; 

  • support the arrangement of trainings, stakeholder meetings and other country-level engagements in close collaboration with the CAP; 

  • understand and apply the reporting requirements of the GCF and ensure compliance with GCF standards and procedures; 

  • lead the preparation of documentation required for GCF monitoring, evaluation and reporting frameworks, including mid-term and final reports; 

  • draft all reports required by the programme; 

  • feed the established process for documenting activities; 

  • draft support documents; 

  • manage correspondence, documentation, and internal coordination with LuxDev and implementing partners; 

  • prepare periodic technical and financial progress reports following LuxDev and GCF formats; 

  • ensure compliance with UNOPS and GCF reporting requirements, including the submission of quarterly, interim, and final reports. 

 

Communication and knowledge management: 

  • support the organisation and facilitation of meetings, events, and training workshops, sessions with project stakeholders, SNAC and NDA at national and local levels; 

  • prepare explanatory notes; 

  • prepare presentations for meetings and seminars; 

  • draft communications for publishing, including content for social networks; 

  • draft the monitoring plan and subsequent reports and contribute to knowledge management and the dissemination of project results. 

 Project launch and closure: 

  • guarantee the successful launch of the project, including coordination of introductory meetings with stakeholders, steering committees, including the logistics and documentation needed; 

  • ensure the project documentation structure is clearly defined and aligned with LuxDev’s IT and HR departments, facilitating smooth project administration; 

  • secure that all final deliverables are properly ordered, shared in advance with relevant stakeholders, and that necessary steps for closure are communicated to stakeholders and the regional office management team;  

  • promote visibility and dissemination of results in line with LuxDev and GCF communication guidelines; 

  • contribute to capturing lessons learned, best practices, and recommendations for future readiness projects; 

  • support the programme’s wrap-up by contributing to: 

  • preparation of the closure and elaboration of the final report and; 

  • organisation of the closure seminar. 

 Project launch and closure: 

  • coordinate the project inception phase, including stakeholder engagement, kick-off meetings, and alignment with institutional partners; 

  • support mid-term and final evaluation processes; 

  • lead project closure activities, ensuring that all deliverables, reports, and financial statements are finalised and approved. 

 Deliverables, reports and indicative schedule 

Each deliverable/report must be validated by the Project Coordinator. All must be presented in LuxDev formats, when applicable: templates for reports, minutes, attendance lists, training materials, visibility guidelines, and financial annexes must follow the official LuxDev standards to ensure consistency and traceability of results.

Profile and qualifications 

Education: degree in climate change, environmental management , environmental engineering, development economics or finance, management studies, international relations or other related fields. 

 

Experience: 

  • minimum 3 years of relevant experience in managing or coordinating development projects; 

  • at least 1 year of experience in climate change or environmental projects; 

  • proven experience in project management, institutional strengthening, and coordination with public sector institutions; 

  • demonstrated experience working with civil society, development partners, and local governments; 

  • strong understanding of Cabo Verde’s national climate policies, including the QGC, NDC, and NAP; 

  • demonstrated ability to liaise effectively with a wide range of national and local partners; 

  • knowledge of national climate policy including the National Climate Governance Framework;  

  • knowledge of global climate policy process including Paris Agreement on climate change; 

  • knowledge of the specific characteristics of Small Island Developing States (SIDS) and implications for climate vulnerabilities and climate policy-making; 

  • verbal and written communication in English and Portuguese (C1 level); 

  • full digital literacy and proficiency with online working tools. 

 

Skills and competencies: 

  • knowledge of GCF modalities, principles, and reporting standards; 

  • excellent communication, organisational, and analytical skills; 

  • ability to manage multiple stakeholders and prioritize tasks under pressure; 

  • proficiency in Microsoft Office, Teams, SharePoint, and coordination tools (Trello, Power BI); 

  • fluency in Portuguese and English (C1 level); knowledge of French or Cabo Verdean Creole is considered an asset;
