Cardiology Project Coordinator (Lao national)

1. BACKGROUND
The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 116.5 MEUR, as follows:
- Health and Nutrition (H&N) with a budget of ca. 46 MEUR.
- Local Development with a budget of ca. 34 MEUR (including Swiss co-financing).
- Skills for Tourism, Agriculture and Forestry (STAF) with a budget of ca. 25 MEUR (including Swiss and EU co-financing).
- Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 11.5 MEUR.
Both governments also agreed to seek strong linkages between the four programmes to optimise synergy and impact. The earmarked interventions are interconnected through a common human capital development approach towards sustainable results. This is the foundation of ICP V, and is key to contributing to the eradication of extreme poverty and strengthened socio-economic inclusion in the target areas.
The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme.
2. OBJECTIVES
The Cardiology Project Coordinator is responsible for coordination, implementation, monitoring and evaluation of cardiology activities. He/she plays a key role in supporting the implementation of the activities related to strengthening cardiology services in Lao PDR in the frame of the partnership Agreement with ADS and within the South-South partnership with MON/007 programme.
3. MAIN RESPONSIBILITIES
- Project management: planning, implementation, and monitoring of cardiology activities. Ensure timely and effective implementation of activities.
- Resource management: monitor and track budgets.
- Coordination with stakeholders (MoH, ADS, Mongolia, hospitals, etc). Organize and facilitate meetings, workshops, and field visits.
- Monitoring and reporting: oversee M&E framework, assess quality, progress and impact cardiology services in Lao PDR. Report on outcomes, challenges and achievements.
- Support capacity building initiatives for health professionals. Assist in the development of technical training materials and guidelines specific to cardiology care and surgery.
- Quality assurance and compliance: ensure compliance with national / international standards for cardiac surgery and cardiology care. Collaborate with local and international experts to ensure that interventions are evidence-based and aligned with global best practices.
- Liaise and prepare contracts and procurement documentation.
- Provide technical support and guidance for the procurement of medical equipment and materials, ensuring that all resources meet the project’s specifications and quality standards.

4. SKILLS REQUIRED FOR THE JOB
- Master’s degree in public health, health management, or related field. Bachelors in Medicine.
- At least 10 years of relevant working experience in the healthcare sector, preferably in public hospitals in Lao PDR.
- Minimum 3 years of project management experience, coordinating multi-stakeholder or international projects.
- Experience in organisation of trainings, events and clinical programmes for Lao health professionals.
- Experience working with international organisations.
- Experience working with Ministry of Health, Provincial Health Departments and Provincial Hospitals representatives.
- Native fluency in Lao language (written, reading, listening, speaking).
- Working proficiency in English (B2).
5. CONDITIONS:
- Workplace: Vientiane Capital, Lao PDR.
- Nature of the position: full-time position;
