Administrative and Finance Techical Assistant for the new project CRI/002

(eligibility limited to those legally permitted to work in Costa Rica)

1. BACKGROUND 

The overall objective of the project CRI/002 titled “Support of south-south triangular cooperation” is to “sustainably strengthen mutual support between Costa Rica and other countries in Central America, South America, and the Caribbean in the implementation of the SDGs”.  

The project is structured around complementary results: 

  • R.1: The management of calls for proposals within the framework of the south-south and triangular cooperation fund has been strengthened. 
  • R.2: South-south cooperation initiatives aimed at promoting knowledge sharing and strengthening partnerships are enhanced by triangulation mechanisms. 
  • R.3: South-south and triangular initiatives between Costa Rica and Caribbean countries are strengthened and expanded. Service delivery processes. 

The project will be led by the Chief Technical Advisor (CTA). 

The purpose of the TA is to oversee the program and budget execution, technical support, and coordination with project partners (NGOs, international organizations, Costa Rican institutions, private companies), particularly those involved in Costa Rica’s international cooperation. 

 

 2. DUTIES AND MAIN TASKS:

 

Financial Support

  • Support the mutualised unit in the different procurement processes by preparing terms of reference, requesting quotations, completing procurement forms, and assisting in the preparation of tender dossiers and contracts in line with LuxDev procedures.
  • Manage financial programming, including commitments, payments, petty cash, and bank reconciliations using LuxDev financial tools, under the guidance of the CTA.
  • Record accounting transactions in compliance with LuxDev’s quality standards and maintain accurate, complete administrative and financial filing systems (physical and digital).
  • Monitor the financial execution of contracts and funded initiatives, ensuring timely, appropriate, and efficient budget execution.
  • Maintain updated bank balances, prepare bank reconciliations, and support fund requests for the project as required.
  • Support the programme’s financial reports (periodic, quarterly, annual, launch, and final) as well as all required documentation for internal and external audits and support overall financial and accounting management of the programme.
  • Manage the receipt, dispatch, and tracking of administrative and financial documents, ensuring compliance with audit and institutional requirements.

 

Administrative Support

  • Monitor and follow up on funded initiatives across countries to ensure timely implementation, quality delivery, and compliance with governance standards.
  • Identify and report delays, risks, or issues and maintain formal communication with stakeholders.
  • Support planning and organisation of programme events, workshops, visibility actions, and outreach activities.
  • Assist the CTA with administrative, technical, and financial procedures related to project implementation and coordination across programmes.
  • Manage schedules, organise committee meetings, and prepare meeting minutes and related documentation.
  • Maintain organised technical, administrative, and programme documentation in the designated virtual workspace.
  • Provide logistical support for missions, events, and programme activities, ensuring proper use and control of programme assets.
  • Draft, format, and edit reports, memos, and official correspondence; provide translation, proofreading, and document layout support.
  • Collaborate with the M&E Officer and CTA to ensure timely and accurate reporting of programme indicators and results.
  • Contribute to technical reporting (quarterly, annual, launch, and final) and support the creation of documentation, communication materials, and website updates.
  • Coordinate with ROF/CRI staff on administrative matters and maintain smooth internal workflows.

 

3.PROFILE

  • Bachelor’s degree in business administration or accounting.
  • 5 years of experience in budgeting, accounting and financial processes within cooperation programs/projects.
  • 2 years of experience drafting and managing agreements/contracts for project implementation.
  • Demonstrated ability to collaborate effectively with diverse counterparts, including government institutions, NGOs, private sector organizations, and multilateral agencies, sector organizations, and multilateral agencies.
  • Experience in the inclusive finance sector (desired)
  • Project management (desired).
  • Valid B1 driver’s license (desired).
  • Only candidates eligible to work in Costa Rica.
  • Proficiency in English is mandatory.
