- BACKROUND:
In September 2023, LuxDev, the Luxembourg Development Cooperation Agency has opened in San José, Costa Rica a new Regional Office for Central America and the Caribbean.
As part of the organizational structure of this office, the Mutualized Services Unit (CAM) has recently been created. This unit is responsible for supporting the various programs and projects managed by the Regional Office, providing services in areas such as finance and accounting, human resources management, procurement of goods and services, management of agreements and delegation of funds with strategic partners, and information technology, among others.
Through this recruitment process, we seek to hire an experienced professional to serve as the Administration and Finance Administrator (RAF), who will act as the Head of this Mutualized Services Unit.
- FUNCTION:
The Administration and Finance Administrator (RAF) is responsible for the effective coordination and performance of the Mutualized Services Unit team. As such, the RAF ensures the quality, efficiency, and impact of all administrative and financial processes across various programs and projects implemented in Costa Rica and, to a certain extent, throughout the region.
- DUTIES AND MAIN TASKS:
- ensuring the comprehensive management of the Mutualized Services Unit, including administrative, financial, accounting, and human resources oversight, as well as procurement and fund delegation agreements among others;
- providing support, advisory, and oversight for the financial and accounting processes of the various programs and projects;
- managing human resources for both the CAM and the respective programs and projects;
- providing support, advisory, and control over procurement processes for the programs and projects;
- designs and implements training and coaching plans for programs/projects teams, the national counterpart, and partners on financial, procurement and partnership practices, considering specific needs;
- providing support to the central unit of the Regional Office on banking operations and acquisitions.
- PROFILE:
- professional (at least university bachelor +5 years of studies) in business administration, finance/accounting, industrial engineering or project management;
- master’s degree in business administration (desired);
- at least five years of relevant experience in a similar position (mandatory);
- proven experience in financial and procurement management;
- strong expertise in conformity of procedures, data collection, management and analysis, with proficiency in relevant tools and methodologies;
- proficiency in English and Spanish;
- knowledge of development cooperation modalities and sensitivity to development aid;
