1. BACKGROUND

In September 2023, LuxDev has opened a new regional office for Central America and the Caribbean, alongside with the opening of a Luxembourg embassy in San Jose, Costa Rica. Whereas the first formulation and execution mandates for new projects and programmes in the region concerned bilateral cooperation projects with the Governments of Costa Rica and El Salvador, the long-term vision for operations of the Luxembourg Development Cooperation is to adopt a regional approach, targeting two or more countries per project and program.  

ALC/301 - Female Entrepreneurship Fund Technical Assistance Facility (FEF-TAF) will be the first truly regional intervention to be implemented under this new paradigm and is the result of a previous project, implemented in partnership between LuxDev and CENPROMYPE (Regional Center for the Promotion of Micro, Small and Medium Enterprises), in support of female entrepreneurship in Central America and more specifically in the SICA region. The project will set in place and run a technical assistance facility to the Female Entrepreneurship Fund (FEF), a Luxembourg-based investment fund hosted by Investment for Development (IFORD), dedicated to promoting financial access and empowerment for women-led SMEs (WSMEs). The FEF aims to channel financial resources to support WSME in the SICA region, and to improve the financial inclusion of women entrepreneurs by changing the risk perception of WSME. Financial products will be channelled through mature local financial institutions (FI) committed to gender equality but struggling to achieve it. 

Operating in the SICA region, the FEF-TAF aligns its interventions with the portfolio composition of the FEF. The direct beneficiaries are FI that are FEF investees and WSME customers of these institutions. Indirect beneficiaries include women entrepreneurs who are current or potential customers of the FI, as well as practitioners in the SICA region and beyond who benefit from best practices, studies, lessons learned, and tools shared by the FEF-TAF. 

The FEF-TAF has a multi-donor ambition. Thus, it will be key to provide a setup that would allow both a robust governance structure and a lean management to respond to the needs of different stakeholders. For this reason, alternative governance and implementation models will be explored and evaluated during the first 12 months of implementation.  

The FEF-TAF is pursuing the achievement of three major results:      

  • Enhanced gender inclusion of the FI’s products and services and incorporation of this dimension within their organisation;   
  • Enhanced productivity, profitability and gender inclusion of WSMEs;  
  • Improved impact measurement, monitoring and knowledge management of the FEF and the FEF-TAF. 

 

2. OBJECTIVES

The CTA represents LuxDev in the implementation structure of the project.

The CTA will promote LuxDev’s values in the field. He/She passes LuxDev’s main mission, namely capacity building. He/She participates in the implementation of the Agency’s vision.

In this view he/she ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.

The CTA receives delegation of signature authority on the project bank account opened in the implementation country. The CTA is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg Government’s contribution to this project.

 

3. RESPONSIBILITIES

Implementation of the activities:

  • Ensure project launch;
  • Plan the tasks and activities;
      • design and update annual operational plans and the multi-annual action plan,
      • present the action plan to the steering committee for validation.
  • Organise consultations with donors and other technical and financial partners to ensure coordination and synergies, organise progress monitoring meetings.
  • Implement specific technical activities.

Administrative management of the project :

  • Office (equipment, vehicles, rent…);
  • Human resources (job descriptions for staff recruitment, annual appraisal of local staff…);
  • Procurement (draft tenders according to LuxDev procedures, manage contracts…)
  • Audit follow up.

Financial management of the project:

  • Draft the budget and financial planning;
  • Expenditure follow-up.

Monitoring and reporting results

  • Update and follow-up the Objectively Verifiable Indicators (OVI);
  • Use data from monitoring activities to inform decision-making and improve project strategies.

Managing information

  • Manage reporting;
  • Manage knowledge and capitalisation;
  • Manage communication.

 

Representing LuxDev within the parameters defined in the agreements between LuxDev, the partner and the Embassy, as well as any relevant clause in the TFD and work in close collaboration with other execution agencies.

 

Developing capacity at individual, organisational and institutional levels.

 

4. PROFILE

  • master's degree in business administration, finance, gender studies, international development or related field ;
  • at least ten years of relevant experience in developing and implementing technical assistance, working with financial institutions to develop and implement gender-sensitive financial products and services;
  • excellent leadership and team management skills;
  • strong communication and interpersonal skills to facilitate collaboration and stakeholder engagement ;
  • proficiency in Spanish and excellent spoken and written English and/or French.
